Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at
Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.

Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;

Open competitive minimum qualifications (provided for 70.4
transfer eligibles): a New York State Professional Engineer's
license and current registration AND one year of engineering
experience in sanitary, public health or environmental

Duties Description This position requires a thorough knowledge and understanding of the latest Division of Water policies and procedures, and requires the ability to independently perform the following duties with minimal oversight from the Regional Water Engineer:

a) Conduct dam and flood control structure inspections to evaluate engineering integrity and operational performance. Perform technical analysis/review of engineered plans for such structures.
b) Perform and assist in the evaluation and inspection for compliance of coastal erosion hazard areas (CEHA) and floodplain development proposals and permitted projects.
c) Conduct State Pollutant Discharge Elimination Systems (SPDES) facility inspections, document inspection results in letters to facility, and implement appropriate follow up actions at facilities;
d) Evaluate Green Infrastructure technology applicability
e) Review and approve proposals, engineering reports, plans and specs, and other certifications for SPDES facilities, including collection systems;
f) Review facility operational data, monitoring reports, compliance documents, etc. to ensure permit compliance and adherence to agency rules and regulations;
g) Develop Schedules of compliance for SPDES permits and Orders on Consent to address water quality issues and violations;
h) Conduct response, including investigations and enforcement as necessary, to water quality related complaints from the public or other sources;
i) Evaluate Green Infrastructure technology for applicability with project proposals for consistency with State initiatives.
j) Coordinate appropriate enforcement actions with Division of Law Enforcement and Regional attorneys for SPDES permit and other water quality violations;
k) Review and score competitive grant applications for annual Engineering Planning Grants, Water Quality Improvement Projects, etc;
l) Review and approve payment requests, scope of work, and engineering reporting under various grant programs;
m) Function as a Regional Water staff supervisor for engineer trainee/assistant engineer staff, including providing guidance and mentoring for staff development and knowledge;
n) Perform Special assignments, assist as directed, and keep the Regional Water Engineer, Regional Engineer, and Regional Director informed of significant issues.
m) Assist in implementation of the Regional Emergency Action Plan for all potential or actual emergency management events, such as flooding, both during and after normal work hours including weekends.
