Job Specifics

Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1, G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Experience working with fiscal data management and reporting systems, SFS, State Contracting. Supervision experience.

Duties Description The Health Program Administrator 1 will work in the Office of Quality and Patient Safety, the Center for Health Data Innovation. The incumbent will be responsible for all fiscal monitoring and transactions associated with purchasing, contracting, vouchering, forecasting and payments for the program's cloud analytics environment and associated tools. This is a supervisory role.

The incumbent will also serve as a back-up for the fiscal monitoring and transactions associated with the Statewide Health Information Network for New York (SHIN-NY), the All-Payer Database (APD), and the Statewide Planning and Rearch Cooperative System (SPARCS) as these programs provide the funding and governance associated with the cloud environment.

This position will also be responsible for supporting the development and processing of Request for Proposals (RFPs), Request for Quotes (RFQs), and contracts. The incumbent will oversee a process to develop, monitor, and audit all contractor purchase orders, contracts, and payments for the associated cloud-based system, including the development of a tracking and monitoring system to assure management and reports that meets the program need for system monitoring and reporting capabilities.
