Job Specifics

Minimum Qualifications Eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

70.1 Transfer:
For a 70.1 transfer to a Senior Attorney, SG-25, you must have one year of permanent, competitive, or 55b/c service in an approved 70.1 title allocated to a salary grade 23 or above AND must have 12 months as an Assistant Attorney 3 OR admission to the New York State Bar AND 24 months of subsequent satisfactory legal experience.

52.6 Transfer:
For a 52.6 transfer to a Senior Attorney, SG-25, you must have one year of permanent, competitive, or 55b/c service in an approved 52.6 title allocated to a salary grade 23 or above AND must have 12 months as an Assistant Attorney 3 OR admission to the New York State Bar AND 24 months of subsequent satisfactory legal experience.

Traineeship:
This position may also be filled as a traineeship at the Assistant Attorney 1, 2, or 3 level. Traineeship candidates are appointed from the Legal Specialties exam eligible list (link below to announcement). Traineeship appointment levels are based on the candidate’s NYS Bar status and post-Bar experience. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full level title and salary.
Requirements for appointment at the traineeship levels are:
• Assistant Attorney 3, SG-22: Admission to NYS Bar and 12 months, but less than 24 months of post-Bar satisfactory legal experience. Hiring Rate: $77,600.
• Assistant Attorney 2, SG-20: Admission to NYS Bar with less than 12 months of post-Bar satisfactory legal experience. Hiring Rate: $69,934.
• Assistant Attorney 1, SG-18: Law school graduation and/or eligibility for NYS Bar Admission. Hiring Rate: $63,108.


55 b/c Appointment:
For a 55 b/c appointment, you must:
• Possess the minimum qualifications for the selected title as established by the Department of Civil Service and listed on the most recent exam announcement. Legal Specialties Program » Department of Civil Service (ny.gov)
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description Investigative Component
• Conduct confidential investigations of alleged corruption, fraud, and misappropriation of public monies.
• Develop investigative case plans and strategies.
• Coordinate, prepare and conduct witness interviews.
• Conduct legal research and draft memorandums.
• Evaluate complaints received from the general public and other sources.
• Prepare written reports summarizing investigative findings.
• Draft subpoenas.
• Serve as liaison for the Office of the State Comptroller with federal, state, and local law enforcement agencies.
• Collaborate with outside law enforcement to prepare an investigation for grand jury presentation or trial.
• Work closely with other divisions within the Office of the State Comptroller.
• Manage and prioritize active caseload and handle multiple projects simultaneously.
• Conduct discovery on criminal cases that are presented for prosecution within the State and Federal System.

Additional Comments Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
