Job Specifics

Minimum Qualifications A bachelor’s degree and three years of professional research experience in an appropriate field; or a master's degree in an appropriate field and two years of professional research experience in that field; or a doctorate in an appropriate field and one year of such experience. Strong written and verbal communication skills are required. A Master of Science or a higher degree in Physical or Atmospheric Sciences or a related field is preferred.

Area of Specialty is Air Pollution. Preference will be given to candidates who possess experience in the following fields: ambient air quality measurement, sampling, including maintenance and repair of sampling equipment, statistical analysis and interpretation of data, research, evaluation, and implementation of emerging air quality measurement techniques.

Duties Description Under the technical and administrative supervision of the Section Chief, the incumbent will be responsible for the following activities.

• Perform analysis of ambient air samples by TO-15, and PAMS methodologies and train subordinate staff in the same. This will include constant research into improvement of the method performance, both in the laboratory and field sampling environments. Included in this is research and documentation of sampler and canister performance in accordance with EPA requirements for both positive and negative bias in the samplers and canisters with added emphasis on reactive and toxic chemicals like ethylene oxide and acrolein. Research and evaluate systems to improve analytical resolution and method detection limits of emerging contaminates. Performance will be verified through successful participation in the NATTS proficiency sample program.

• Provide analytical support for research programs including the Long Island Sound ozone study and other research programs. Work with state, federal and academic partners to disseminate results ensuring policy decisions are based on reproducible analyses that are consistent with DEC monitoring program results.

• Research and evaluate new air pollution measurement technologies. Keep up to date in the scientific literature on the development of new monitoring and collection methods, particularly in the areas of automation, utilization of sensors and remote instrument operation. Where possible, collocate next generation products with existing equipment to evaluate accuracy and reliability. Assist in the documentation and publishing of findings that are useful to fellow professionals in the field. Research and design experiments to validate the impact of EPA TO method updates, and present findings to federal, state, and research partners.

• Provide input and technical support for the design and implementation of community air screen projects. These are special studies that often arise due to citizen concerns. Verify and analyze resulting data including QA/QC measurements. Research and provide technical assistance in the scientific communication of air toxics sampling methods and data. Assist in the preparation of reports and in the interpretation of results for the public. Provide technical and research assistance during rapid response sampling events.

• Provide training to staff on ambient air analytical measurement techniques, data analysis, validation, and appropriate data flagging. Include internal data reporting for inclusion into the federal EPA AQS database. Serve as the lead technical resource for TO, NATTS, and PAMS method development. Provide reports to management on data and QA metrics for comparisons to program requirements.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Must be able to lift and move objects up to 50 pounds. Telecommuting may be available, will be discussed at interview.
