Job Specifics

Minimum Qualifications A bachelor's degree and three years of professional research experience in an appropriate field; or a master's degree in an appropriate field and two years of professional research experience in that field; or a doctorate in an appropriate field and one year of such experience. Strong written and verbal communication skills are required. A Master of Science or higher degree in Atmospheric Science or a related field is preferred.

Area of Specialty is Air Pollution. Preference will be given to candidates who possess experience in the following fields: statistical analysis and interpretation of data.

Duties Description Under the general supervision of higher-level staff, the Research Scientist II will be responsible for the following activities.

• Analyze enhanced OBD II diagnostic and light duty vehicle emissions data and lead the development of the state’s annual reports and biennial evaluation as required by EPA 40 CFR Part 51.366 and 40 CFR Part 51.353(c). Research and evaluate new methods of detecting and preventing motor vehicle inspection fraud, and work with partner agencies to strengthen environmental and consumer protections. Work to further research regarding air pollution from diesel and non-diesel mobile sources. Utilize vehicle registration data to develop queries to identify spatial gaps in electric vehicle charging infrastructure where the State should focus investments to support the increased adoption of electric vehicles.

• Research and evaluate new air pollution measurement technologies. Keep up to date in the scientific literature on the development of new monitoring and collection methods, as well as the development of alternative OBD failure criteria and fraud detection methodologies. Assist in the documentation and publish findings that are useful to fellow professionals in the field.

• Develop and present research findings in internal and external forums. Represent DEC on multi-agency and multi-state I/M Solutions and OBD Clearinghouse workgroups. Respond to inquiries from the public, industry, and government agencies.

• Provide input and technical support for the design and implementation of community air screen projects. These are special studies that often arise due to citizen concerns. Verify and analyze resulting data including QA/QC measurements. Assist in the preparation of reports and in the interpretation of results for the public.

• Provide training to staff on analytical measurement techniques, data analysis, validation, and appropriate data flagging. Prepare reports to comply with internal and external requirements. Serve as the lead technical resource for method development. Provide reports to management on data and QA metrics for comparisons to program requirements.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
