Job Specifics

Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, Grade 23.

OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: The preferred candidate will demonstrate: a public health background with experience with maternal and infant health initiatives, perinatal health, and/or initiatives addressing racial and ethnic disparities in maternal and infant health; experience providing oversight and management of quality improvement initiatives or with performance management; experience working directly with hospital and/or community-based providers in a public health program; experience with grant, contract, and budget management; experience with managing and supervising staff.

Duties Description The Health Program Administrator (HPA) will assist the New York State Perinatal Quality Collaborative (NYSPQC) in working with teams from NYS birthing facilities to provide the best, safest, and most equitable care for New York State’s birthing people and infants. The NYSPQC seeks to improve maternal and infant outcomes and reduce morbidity and mortality, by moving evidence-based and informed guidelines to action through intervention-specific projects. Current projects of the NYSPQC are focused on Opioid Use Disorder (OUD) and Neonatal Abstinence Syndrome (NAS), and equity for birthing people and infants/families receiving care in Neonatal Intensive Care Units (NICUs). The NYSPQC works closely with state and national professional organizations and associations, community organizations, people with lived experience, and other partners.
