Job Specifics

Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, Grade 23.

OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: A public health, health education, or advocate background with emphasis on sexual or domestic violence response and prevention; Experience with developing policy or monitoring program compliance with regulation; An understanding of addressing health disparities and advancing health equity; Strong interpersonal skills to collaborate with a diverse team of partners; and Experience supervising staff.

Duties Description The Health Program Administrator 1 (HPA1) will provide support to the Sexual Violence Prevention Unit (SVPU), within the Bureau of Perinatal, Reproductive, and Sexual Health, with a focus on partnership engagement and policy. The SVPU is working to improve regulation, policy, and monitoring for the public health response to sexual or domestic violence survivors in New York State. The HPA1 will be responsible for overseeing the New York State Department of Health Sexual Assault Forensic Examiner (SAFE) Program, which has established standards to certify sexual assault forensic examiners, training institutes, and hospital programs. This position will be focused on partnership engagement with stakeholders on working groups, coalitions, and meetings. A primary responsibility of this position will be to implement and lead a state-level sexual assault response team to support the Department of Health’s role for improving the treatment of sexual violence survivors in New York State.  

Specific responsibilities include: Supervision of program staff in the SAFE Program; Coordinating program management activities of the SAFE and Rape Crisis Program including reviewing and approving all applications, monitoring program compliance, providing technical assistance for program standards and best practice, and conducting site-visits as needed; Developing or updating NYSDOH regulations, policies, and guidance documents on the treatment or response for sexual and domestic violence survivors, with an emphasis on advancing health equity and social justice; Participate on current community coalitions, working groups, and stakeholder meetings with external partners; Establishes new NYSDOH lead working groups to inform policy related to the treatment and response for survivors of sexual or domestic violence. Specifically, establishes a statewide Sexual Assault Response Team for state-level partners; Support cross-departmental and interagency activities, and represent Division of Family Health interests, on issues and initiatives related to the treatment and response of sexual or domestic violence survivors; Other duties as assigned commensurate with the skills and this job title.
