Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 and/or 70.4 of the Civil Service Law.

For 52.6 and/or 70.1 and/or 70.4 transfer to a Human Resources Specialist 1, salary grade SG-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-18 or above. SG-11 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties Description Under the supervision of the Human Resources Specialist 2, the incumbent will be responsible for, but not limited to, the following:
• Provides Staffing expertise and guidance to the Office of the State Comptroller (OSC) Division management and Personnel Liaisons including, but not limited to:
o Independently determines when various staffing options allowed by Civil Service Law, Rules and Regulations may be utilized and discusses ramifications of such options with the affected parties.
o Reviews all appointments and personnel transactions, including supporting documentation, to ensure they are in accordance with Civil Service Law and applicable rules, regulations, policies and directives.
o Confer with program managers and other agency administrators to respond to questions relating to appropriate appointment mechanisms and related staffing inquiries.
o Confers with the Department of Civil Service to resolve complex staffing issues, identify alternatives and advise program managers accordingly.
o Reviews probation reports and performance evaluations to identify potential issues and make recommendations to program managers on appropriate documentation and next steps.
o Reviews, researches and prepares recommendations on requests for probationary terminations, probationary extensions, and early probation completions. Explain when justification does not warrant termination and proposes alternatives to managers. Partner with Labor Relations staff as necessary on sensitive issues.
o May personally interview eligible candidates in partnership with program managers, including assisting in developing and employing interview and selection criteria and guidelines.
o Provides career guidance regarding promotional opportunities, examinations and transfer eligibility to employees as requested.
o May develop and/or conduct training sessions.
• Assists in the administration of the agency’s Classification program including, but not limited to:
o Conducts research and analysis and submits to the Department of Civil Service requests for potential classification actions such as new positions, reclassifications, minimum qualifications, earmark releases, geographic location changes, non-competitive promotions, increased minimum salaries and related classification and compensation issues.
o Reviews duties statements and organizational relationships in comparison to classification standards and previous classification to assist in ensuring appropriate titles for the request to fill process.
o Confers with Division managers to discuss classification, organizational and succession planning needs and advises accordingly.
o Determines the impact of new positions/changing programs on existing positions and organizational structures, taking into consideration succession planning, exam planning and career ladders.
• Assists in the administration of OSC’s examination program including, but not limited to:
o Communicates with potential applicants regarding eligibility, the Civil Service exam and appointment process and available employment opportunities.
o Partners with Divisions to identify staffing needs and hard to fill positions and drafts recruitment plan based on findings.
o Assists with examination planning and OSC’s decentralized examination program for assigned Divisions.
• Assists in the administration of OSC’s various decentralized examination programs including, but not limited to:
o Communicates with potential applicants regarding eligibility, the Civil Service exam and appointment process and available employment opportunities.
o Verifies candidate examination information and determine examination score.
o Drafts variety of exam documents including correspondence, templates, etc. to communicate to candidates.
o Maintains data for eligible lists and generate reports on examination participation, as needed.
o Proposes and implements process improvements.

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
