Job Specifics

Minimum Qualifications Permanent Transfer Candidate: Current NYS Dept. of Health employee with one year of permanent or contingent permanent competitive service as Health Care Surveyor 4 (Nursing) Grade 25 or current Dept. of Health employee with one year of permanent or contingent permanent competitive service in a title grade 23 or higher and eligible for transfer under section 70.1 or section 52.6 under civil service law and able to meet the non-competitive requirements below.

Non-Competitive: possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.


Preferred Qualifications: Knowledge of the federal Special Focus Facility program. Demonstrated experience performing long term care surveillance activities, including generating and/or reviewing inspection reports. Federal Surveyor Minimum Quality Test certification. Previous supervisory experience within the New York State Civil Service system.

Duties Description The successful candidate will manage the federal Special Focus Facility program which includes compiling and submitting the monthly special focus facility report to the Centers for Medicare and Medicaid Services (CMS), outlining key survey events affecting designated facilities; facilitating meetings with CMS and the designated facilities to outline expectations for graduation; reviewing survey data to propose new facilities for such designation; and ensuring all communication is accomplished within specified deadlines. In addition, the successful candidate will review from a clinical aspect all potential immediate jeopardy citations and subsequent plans to remove immediacy to ensure that resident’s health and safety are protected and that relevant citations are consistent with the State Operations Manual; make recommendations for final approval to the Bureau Director as appropriate; review sample citations for quality assurance; and recommend trainings to enhance the quality of such reports, where applicable. The successful candidate will support the Bureau Director through performance of data analysis to inform policy decisions and programmatic trajectory including how recent regulatory amendments impact facility-based programs, such as adult day health care; and the successful candidate will provide other duties as assigned to support the team-based infrastructure of the program.

Additional Comments This position requires the successful candidate obtain federal Surveyor Minimum Quality Test certification within one year of start.

$99,697 - $114,444 annually (plus $35,000 geographic pay and $3,087 downstate adjustment pay).
