Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 19 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

NOTE: Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals in Engineering (FE) exam is required.

GENERAL PUBLIC QUALIFICATIONS:

Candidates must have:
Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below
Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Successful completion of a two-year traineeship and proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals in Engineering (FE) exam leads to an appointment as an Assistant Engineer, SG-20.

Duties Description Duties will include, but are not limited to the following:
• Maintain knowledge of applicable State and Federal laws, rules, and regulations relating to hazard mitigation programs and share with project staff and stakeholders.
• Assist in all engineering activities for active and potential mitigation projects.
• Conduct Benefit Cost Analysis (BCA), reviewing proposed mitigation projects for technical feasibility and cost effectiveness utilizing FEMA’s BCA methods.
• Research mitigation concepts to enhance project proposals and communicate to staff, local, regional, and state entities.
• Prepare and deliver comprehensive written and verbal technical reports, briefings, correspondence, critical data, and trainings as required.
• Conduct project-site visits throughout construction and at project completion.
• Perform other duties and special projects as required.

NOTE:
• Travel may be required (approximately 30%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
