Job Specifics

Duties Description As the Associate Director Human Resources 1 (Institution) at St. Lawrence Psychiatric Center, you will be responsible for the direction and oversight of human resources management operations and labor relations, including:

• Serving as advisor to executive management at St. Lawrence Psychiatric Center on human resource issues
• Directing and coordinating facility recruitment program
• Directing labor relations program which includes administering discipline and grievance procedures and participating in labor/management committee meetings
• Supervising all staff assigned to Human Resources Office

Minimum Qualifications Open to New York State Employees only:
Transfer Opportunity:

Candidates must have at least one year of permanent service as an Associate Director Human Resources 1 (Institution) and be eligible for lateral transfer;

OR

Provisional Opportunity – In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment: One year as a Human Resources Specialist 2 or Human Resources Specialist 2 LR. If appointed provisionally you must take the next scheduled exam and receive a reachable score before you can be permanently appointed.


OR

Candidates must be eligible for transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Associate Director Human Resources 1 (Institution) at St. Lawrence Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Associate Director Human Resources 1 (Institution) position consists of candidates who have one year of permanent service as One year as a Human Resources Specialist 2 or Human Resources Specialist 2 LR.
