Duties Description Construction:
As a Professional Engineer 1 (Civil/Transportation) in the Regional Construction Group, the selected candidate may either be assigned to an Engineer-In-Charge position on one or more active construction contracts or to a supervisory position in the Regional Construction Office or Technical Services as assigned by the Regional Construction Engineer. Overnight assignments, night work and weekend work may be required to support construction operations. The duties include supervising consultant and/or State forces; managing construction activities to ensure compliance with contract requirements as well as Federal, State, and Local Laws, Rules and Regulations; assuring the contractor meets high standards of quality workmanship and overall safety on the project.

The duties of this position require considerable travel and field work. At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirements of the position must otherwise be demonstrated.


Design:
The candidate in this position will be working under the supervision/direction of a Professional Engineer 2 (Civil/Transportation) and will perform professional engineering duties related to all types of highway or structural engineering design. Candidate may review design approval documents (Design Phases I-IV) and design plans, assist in plan reviews meetings (Design Phases V-VI), review consultant and in-house plans and estimates. Candidate may also be asked to assist the Design local program review unit, coordinating with different agencies, such as the FHWA, assisting and providing guidance to various consultant firms working for local municipalities. Specific assignment for this position may include updating local project schedules in P6. Duties may also include overseeing consultant and/or in-house staff for highway and structures design potentially involving maintenance & protection of traffic, drainage, traffic modelling, utility conflict resolution, quality control, guiderail etc, as well as to prepare, negotiate and monitor consultant agreements. Candidate can be reassigned within the Design Group to address immediate delivery, and/or special assignment.


Planning and Program Management (Local Projects Unit):
• Oversee local management of federal-aid, off-system projects, including core funded projects, earmarks, TAP, FBD/FBP, BridgeNY, PSAP, etc., ensuring procedures are followed
• Assist with processing documentation and payment requests, and provide guidance for use of federal-aid, Marchiselli, CHIPS, and Multi-Modal funding
• Assist with developing and administering State/Local agreements
• Provide various status reports
• Administer Emergency Relief Program
• Ensure accuracy of the TIP/STIP information for local projects
• Participate in ICS events


*Responsibilities for all positions may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Open Competitive:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. The minimum qualifications are:

Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
