Job Specifics
Duties Description The Director Human Resources 2 oversees the agency’s human resource administration which includes recruitment, examination, and placement activities; position classification and compensation; and employee services, such as attendance and leave, insurance, health and safety; labor relations; and oversight of staff development and training programs. Illustrative duties include, but are not limited to:
• Serving as expert advisor to executive management on human resources issues;
• Supporting executive management's vision by aligning human resources strategies with organizational goals;
• Planning and directing the Commission’s classification, examination, merit system administration, functions including employee service programs; oversees the development and implementation of policies and procedures necessary to carry out these programs;
• Directing the application of civil service law, policies and procedures and all related State and Federal employment laws, inclusive of retirement and social security law;
• Working with program managers to implement organizational changes and translates program area goals into specific assignments to appropriate staff;
• Directing the Commission's labor relations program, which may include conducting negotiations, administering contracts, providing advice on salary withholdings, administering discipline and grievance procedures, handling CSL§71, 72 and 73 issues, engaging employee representatives in dialogue, and participating in labor/management committee meetings;
• Managing the Commission’s employee relations program; implementing an effective communication plan to keep employees up to date on organizational changes, new or modified policies and procedures, and addressing other issues affecting the workplace;
• Directing all agency recruitment, selection, and promotion activities to ensure compliance with all State and internal rules and regulations, including BDA processing;
• Establishing and maintaining liaisons with executive staff of the Department of Civil Service and effective working relationships with the Department’s Classification, Staffing Services, Testing Divisions;
• Overseeing payroll functions including compensation adjustments, and time and attendance records, in relation to per diem employees of the Commission;
• Directing the Commission’s training and staff development and training program including administering or conducting oversight of relevant mandatory training;
• Ensuring the Commission has appropriate qualified coordinators for various human rights initiatives and activities, including:
o Reasonable Accommodations
o Domestic Violence Prevention
o Americans with Disabilities
o Diversity, Equity, Inclusion and Accessibility
o Employee Assistance Program
Minimum Qualifications MUST BE A CURRENT NEW YORK STATE EMPLOYEE.
Permanent Qualification: One year of permanent competitive service in a position allocated to salary grades M-1/SG-25 or higher designated administrative pursuant to Section 52.6 of the Civil Service Law.
OR
Transfer Qualification: Must have current or prior permanent service as New York State employee eligible for transfer under Section 52.6 of the Civil Service Law. Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Program Guidelines.
Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
