Job Specifics

Duties Description Under the general direction of the New York Division Director, the Professional Engineer 4 Civil/Transportation (PE4CT) will act as a Maintenance Director for the New NY Bridge (Bridge). The PE4CT must possess state of the art knowledge of complex structures and complex systems necessary to support monitoring, reliable operation and safety and security of the Bridge. In addition to the replacement Bridge, the PE4CT will also oversee the repair and replacement of a large number of other Thruway Authority (Authority) facilities and structures.

Identifies, tabulates, and acquires the resources (labor, equipment, and material) required for maintenance activities that will ensure the reliable functionality of Bridge components, systems and sub-systems to achieve the maximum design service life of the components or elements.

Utilizes a three-dimensional GIS geospatial model for maintenance planning purposes and identifies and schedules inspections after acceptance as mandated or required.

Identifies specialty components requiring special skills and creates a maintenance plan considering both efficiency and effectiveness; identifies training and staffing requirements and/or establishes the necessary contractual requirements if outsourcing is in the best interest of the Authority.

Implements the access plan for individual components (towers, cables, cross beams, etc.); identifies specialty tools and equipment not provided for in the contract; prepares documents require to acquire such material; identifies restrictions and limitations; identifies areas that cannot be accessed by the travelers and devises alternate access.

Coordinates with the Bridge Project Team to ensure that electronic and hard copies of documents necessary for the operation and maintenance of the Bridge and facilities are complete and properly stored, including testing certifications and warranties.

Establishes the routine maintenance activity and patrol schedules for the shared use path.

Identifies resources necessary for snow and ice control on the Bridge and Shared Use Path and coordinates with others as needed to ensure additional resources are acquired in a timely fashion.

Provides oversight and ensures the implementation of a satisfactory coordination process between Maintenance staff and the Project Team prior to commissioning of permanent facilities and relocation of Authority staff ensuring that a coordination process is in effect for the permanent facilities described under sections 31, 32, & 33 of Part 111 of the Contract.

Coordinates with Authority Facilities and Intelligent Transportation Systems (ITS) Maintenance staff to identify resources required to maintain the electric supply and electronic systems associated with Bridge operations including medium voltage supply lines and transformers, back-up power generation equipment, esthetic lighting, street lighting, ITS elements, navigation aids, Bridge health monitoring systems, video monitoring and communications equipment, and security systems.
Identifies Authority Maintenance staffing needs during the commissioning and testing period and for a specified period after physical completion as required by the Contract.

Coordinates an effort to ensure availability of trained staff and necessary resources to respond to emergencies including establishing multiple lane closures and affecting Bridge closures and detours, and containing spillage of oil and hazardous substances; creates a maintenance and training plan to maintain the fire suppression and airline systems located on each Bridge.

Establishes the staffing requirement for the Bridge Health Monitoring System, and ensures staff familiarity with Warning System thresholds and corresponding actions.
Composes necessary directives to ensure maintenance activities and vessel movement are in compliance with current regulations of the US Coast Guard, NYS Department of Environmental Conservation, and the US Army Corps of Engineers; establishes a protocol for marine works, moorings, and dock activities.
Identifies specialty equipment/tools necessary to respond to flooding that may be caused by heavy rain storms or snow/ice buildup.

Coordinates with the Project Team and reviews and comments on the contractor’s submissions of all parts of the Operations and Maintenance manual parts A through T as described in section 28.5.2 of part 11 of the Contract.

Coordinates with the Project Team and reviews and comments on the Contractor’s submissions described under section 28.5.3 of part 11 of the Contract (Inspection, Maintenance, and Replacement Procedures).

Reviews applications for special use of the Bridge Shared Use Path and lighting feature and provides recommendations to the Division Director for the permitted use of these facilities.

Monitors Smart Bridge Technology and prepares periodic reports to the Director of Bridge Management and the Division Director on the “health and performance” of various instrumented bridge components.

Prepares the annual budget request for the Bridge and represents the Bridge at Authority budget hearings; administers the approved budget.
Prepares an annual work plan for the maintenance of the Bridges and maintenance facilities.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service to a Professional Engineer 3 (Civil/Transportation) or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law. New York State Professional Engineer’s license and current registration is required.

Or Provisional Appointment Pending Examination: Current New York State Thruway Authority employee with a Professional Engineer’s license and current registration, and one year of permanent competitive service as a Professional Engineer 3 (Civil/ Transportation). This position is eligible for additional annual components of pay which are as follows:
