Job Specifics
Duties Description Under the general direction of the Community Services Program Analyst 2, provides support to the Administrative Review Unit (ARU) and performs administrative support activities ·having Statewide implications. The incumbent may develop Individual Monitoring Plans (IMP), which may include the site visits for each assigned grantee; conducts reports according to processes, procedures and schedules; performs visits to determine actions required by grantees to ensure that programs comply with statutes, regulations, policies and procedures; assesses progress made toward expected goals and outcomes; identifies barriers to achieving the desired goals and outcomes stated in the grantee approved Work Plan; develops the process for providing or obtaining training and technical assistance to ensure improvement; prepares program certificates for payment processing; conducts refund conferences to determine eligibility; attends agency board meetings to verify attendance; assists grantees in developing disaster preparedness plans; provides assistance during and after emergencies or disasters; collects and reviews applications, contracts, amendments, reports and other documents; interprets laws, rules, regulations, policies and procedures governing funds received by grantees; represents the Department of State at agency functions; and prepares various narrative and statistical reports that substantiate observations, findings and recommendations.
• Assist the Division with administrative duties such as processing contracts and amendments, review, and process vouchers, and analyze vendor responsibility documents.
• Analyze the data and prepares reports for internal and external stakeholders.
• Conduct research and recommend pilot projects based upon the needs of the sub recipients.
• Assess internal controls within the Division to mitigate risk.
• Provide guidance to division staff on contract review processes and revisions, based upon guidelines and standards.
• Assist with preparing information for draft reports and assist with preparation of information for audits.
• Develop monitoring plans for assigned subrecipients and develop a technical assistance plan to address specific needs identified.
• Attend board meetings and participate in subrecipient activities as requested.
• Provide specialized support in cases of disaster and crisis.
• Assist with the technical assistance needs of the subrecipient, particularly in the area planning, reporting on outcomes, and the development of plans for continuous support and improvement.
• Assess the effectiveness of technical assistance and provide updates and modifications as necessary.
• Prepare routine paperwork and reports (Examples include timesheets, travel vouchers, monthly reports, and training requests)
• Work as part of a team with other staff; including legal and fiscal departments, to ensure comprehensive oversight of subrecipients.
• Ability to read and compare documents, communicate changes in contract requirements to division staff.
Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Six years’ experience in two or more of the following activities: administering, monitoring, or evaluating human services programs for economically or socially disadvantaged individuals and families in such areas as health, nutrition, housing, economic development, or education.
Or
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55 B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
55 B/C APPOINTMENT:
This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.

• Knowledge of not-for-profit organizations, programs, activities, functions, service area, grantee organizational structure, and board composition.
• Knowledge of applicable statures, rules, regulations, policies, and procedures governing the programs and the organizations.
