Job Specifics

Minimum Qualifications Non-Competitive Promotion (NCP):
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.


Minimum Qualifications:

For Permanent Appointment:

•One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include, but aren’t limited to: Associate Director Human Resources 1, Associate Director Training 1, Project Manager 3, Administrative Officer 2.

For Provisional or NCP Appointment:

•A. One year of permanent, competitive class service as a Human Resources Specialist 3 (Labor Relations); OR
•B. Two years of permanent, competitive class services as a Human Resources Specialist 2 (Labor Relations)

Duties Description Responsibilities include, but are not limited to:

•Lead the implementation of collective bargaining agreements and advise NYSIF management on potential issues or concerns;
•Lead NYSIF in labor management committees and subcommittees and maintain positive working relations with labor unions;
•Act as a liaison between management and employees to resolve workplace issues, mediate and resolve disputes;
•Ensure NYSIF adheres to relevant laws, workplace safety, collective bargaining agreements;
•Develop a training program for new labor relations staff; conduct training in employee counseling and corrective discipline, performance management and other employee relations-related topics;
•Investigate allegations of misconduct and incompetence, prepare and serve notices of discipline, conduct agency-level grievance and disciplinary hearings;
•Seek counsel from the Office of Employee Relations, Department of Civil Service and NYSIF Counsel as needed in order to provide expert advice and assistance;
•Other duties or special projects as assigned by the Deputy Director of Administration.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
