Job Specifics

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NY HELPS Qualifications: Admission to the NYS bar and two years of post-licensure professional legal experience.

Permanent qualifications:

Candidates must have one year of permanent competitive or non-competitive 55b/c service as a Senior Attorney for reassignment ~OR~ have one year of permanent competitive or non-competitive 55b/c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description The Senior Attorney will provide legal assistance and support to the OASAS General Counsel and other senior OASAS administrators. The incumbent will be expected to provide legal analysis in areas which are expected to have a major impact on the mission and programs of OASAS. They will analyze state, local and federal laws and prepare legal memoranda; assist the General Counsel and other senior administrators of OASAS in matters before the State Legislature and local governments; assist the General Counsel in representing the agency in many different forums which may include other state, federal or local agencies, private individuals and provider representatives, state legislators and legislative staff, and advisory boards and provider organizations; and other duties as required. Prior experience in contracts, procurements, regulatory drafting and process, and Medicaid policy preferred.

Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
