Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for an Associate Budgeting Analyst position in the Bureau of Budget Coordination. This Office is responsible for the planning, management, and control of all the Department’s budgeting activities. This includes setting priorities, making assignments, and coordinating functions to ensure that budget activities correspond with the priorities of the Regents, NYSED, the Division of the Budget, and the Legislature. Duties of this position include, but are not limited to, the following:
• Demonstrate a comprehensive understanding of the Statewide Financial System (SFS) rules and processes;
• Oversee the processing of SFS payment and revenue transactions;
• Maintain knowledge of all federal, State and Department rules and regulations to ensure policies and procedures related to fiscal records are up-to-date and meet all necessary compliance standards;
• Aid in the resolution of transactional budget and cash errors and monitor the expenditure of funds;
• Maintain effective working relationships with staff and program officials to identify and establish priorities to meet Department goals and objectives;
• Organize, consolidate and prepare narrative and tabular information into a clear logical report for distribution to staff and program areas;
• Supervise lower level professional and clerical staff and
• Represent the Department at meetings and seminars held by the SFS or the Office of the State Comptroller, as needed.

Minimum Qualifications MINIMUM QUALIFICATIONS:

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Budgeting Analyst.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Associate Budgeting Analyst. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant, Contract Management Specialist 2.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of qualifying permanent competitive or 55-b/55-c service in one of the following titles: Senior Budgeting Analyst, Administrative Specialist 1, Business Officer 1, Contract Management Specialist 1, Head account Clerk, Senior Accountant, Auditor 1, or Senior Auditor.

Provisional candidates must take the examination for Associate Budgeting Analyst when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a temporary provisional appointment. Provisional candidates must take the examination for Associate Budgeting Analyst when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $105,255 based on annual performance advances.
