Job Specifics

Duties Description The Special Assistant, functioning as Director Violence Reduction Strategies, will report to the Deputy Commissioner of the Office of Youth Justice and will coordinate the administrative development, implementation and oversight activities for the Statewide SNUG Program. The SNUG program aims to reverse local trends in violent gun-related crime. The goal of the program is to reduce gun-related injuries and deaths in selected localities which have high rates of gun-related injuries among youth and young adults. The program supports street outreach models that work through DCJS funded community-based organizations that are knowledgeable and well positioned to work with high-risk youth and young adults in those areas.

The incumbent will supervise a Manager Training, NS and Social Work Supervisor 2 (LCSW), SG-27, and will perform the following duties:

• Manage the SNUG Program, oversight and delivery of training in accordance with the SNUG model and on-going monitoring and reporting of all SNUG activity.
• Coordinate technical and administrative support for the SNUG Program in designated jurisdictions across the State (including Bronx, Yonkers, Mount Vernon, Albany, Syracuse, Rochester, Buffalo, Troy, Hempstead, Wyandanch, and Poughkeepsie).
• Provide administrative oversight and technical assistance, as well as a structure for monitoring projects at the local level and updating DCJS management, utilizing observations and data from the designated SNUG database.
• Meet with various community stakeholders to promote program development and education beyond the currently funded sites.
• Coordinate with the Office of Program Development and Funding regarding management of the statewide SNUG grants.
• Provide assistance to the community based organizations that have been awarded grant funds, to ensure compliance with grant contracts.
• Provide oversight and guidance in the hiring process for program staff at all SNUG sites.
• Engage local law enforcement and, where appropriate, crime analysis centers and crime analysts to align their anti-violence work with the local SNUG programs.
• Oversee and maintain all information contained in the SNUG database, completing regular reviews and analysis of data compiled by all SNUG sites.
• Review performance of all sites with the Manager Training to identify areas for potential improvement and devise corrective action plans.
• Conduct site visits to all SNUG sites to meet with program managers and social work staff to discuss data and site performance.
• Provide on-call assistance to all SNUG sites for questions, emergency notifications, and general information.
• Oversee and approve all travel related requests and expenses, ensuring necessary documentation is submitted in accordance with DCJS, OSC and DOB travel guidelines and policies.
• Attend various public events, conferences and community outreach meetings to seek out best practices and promote awareness and cooperation and support of the SNUG Program.
• Ensure the Deputy Commissioner is kept apprised of all activity and provided regular updates on all facets of the program, including administration, training, social work and outreach.
• Other duties as directed.

Minimum Qualifications Candidate must have a minimum of ten years of state or local police experience, including five years as a supervisor AND two years of executive management experience. In addition, the candidate must have 5 years’ experience working with evidence-based community violence reduction strategies including prior affiliation with research institutions specializing in criminal justice work AND at least 2 years of experience managing multi-million dollar grants. The incumbent must also have demonstrated experience in successfully partnering with local, state and federal law enforcement agencies, as well as with other criminal justice and social services agencies (e.g. probation, parole, corrections, children & family services).
