Duties Description POSITION DESCRIPTION:
As a Developmental Assistant 3, you will serve as a second level supervisor of multiple work sites and will supervise and work with lower-level
supervisors and direct care staff across a variety of shifts and work locations to ensure appropriate scheduling coverage and utilization of staff in
order to provide for the personal daily living needs of individuals with developmental disabilities to help them lead better lives. You will also
perform administrative activities related to the daily operation of work sites. Reports directly to the DDPS4 (Westchester, Orange, Rockland/So.
Orange Counties).
PRIMARY DUTIES AND RESPONSIBILITIES:
• Fills in and supports teams within the coverage area, for vacant items or staff on leave/Vacation in the DA3 position. Assists DA3s
throughout the coverage area where there are DA2 vacancies. To accomplish this, may be asked to supervise multiple work sites
and perform a wide variety of administrative and supervisory tasks; including but not limited to: supervise and coordinate direct
support and mid-level supervisory staff across shifts and work sites to ensure appropriate coverage and use of staff.
• Works an adjusted schedule, as needed, supervising evening and or night shift fire drills and makes off shift visits to homes in need
of greater support and supervision. Tracks supervised fire drills for teams within the region.
• Supervises, arranges and oversees the staff assigned to support community activities and medical appointments.

Evaluates staff needs based on program objectives. Reviews and ensures appropriateness of requests to increase/decrease minimums, based on the needs of the individuals in the home.

Prepares justification for, and assists in, filling vacant positions. This includes writing RTFs, PTRs, and prioritizing (with DDPS4 input) the positions in need.
•
Instructs mid-level supervisors about the tasks to be performed, as needed and provides them with written/verbal guidelines. Provides train the trainer and follows up on all trainings required for DSP staff.
•
Reviews, approves, or modifies, as needed, schedules and assignments developed by mid-level supervisors. Responsible for reviewing the staffing pattern in the homes with the Staffing office on a regular basis. Makes suggestions for the teams on how to consider re-allocation or balancing of the staff across shifts and pass days. Liaises with the Staffing Office review the master schedule.

Reviews the use of overtime and revises assignments as necessary. Responsible for identification of issues driving overtime and in collaboration with the DDPS4 and the treatment teams, identification of solutions to these identified issues.
•
Assists higher-level supervisory/administrative staff to coordinate matters related to employee corrective/disciplinary actions. Provides re-training as needed to facilitate timely incident closure. This includes working with staff on administrative leave. May be utilized to provide staff mediation on teams between staff.
•
Follows up with all temporarily suspended homes to ensure cleanliness and works with staff on administrative leave to ensure homes are clear of clutter.
•
Reviews administrative reports and follows up as required. This includes the AOD report and other QI generated reports to ensure appropriate follow up (ex: HCBS documentation, such as community activities).
•
Follows up on all Lytx reports, ensuring driver safety training is completed after any incidents, reviewing Lytx videos, track and respond to MVA issues. Monitors and Maintains the Sharepoint site for GPS/DVR system.
•
Prepares worksites to be inspected by administrative staff or outside monitoring agencies. This includes assisting house staff with completing work orders, or identification of larger repairs which may pose a health and safety concern. Completes DA3 rounds documentation during off site visit.
•
Assist HR in recruitment efforts, interviewing, participate in DSP Council.
•
Provides Acumatica auditing, supports and covers DA2/DA3 vacancies completing Acumatica audits and may be responsible for the safe, in the event that the DA2/DA3 is either not available or not able to complete money management tasks for other reasons (investigation). Provides training and oversight related to financial management.
•
Participate in Incident Review Committee. Assists the team with gathering necessary up-front documentation related to the incidents to facilitate timely incident reporting requirements and training/documentation gathering to ensure timely incident closure.
•
Become certified and maintain certification to become a Master trainer in Wheelchair securement. Work collaboratively with OT/PT departments and training DA3 to schedule the vans to go to the sites and ensure all staff are compliant with training for wheelchair securement, both following any incidents and annually/bi-annually as required.
•
May be asked to participate in minimum staffing in an emergency situation, as requested by the DDPS4.
•
Maintains good time and attendance record.
•
Completes all mandatory training.
•
Performs tasks as assigned by supervisor.
Minimum Qualifications MINIMUM QUALIFICATIONS:
1.
Must currently be a permanent Developmental Assistant 3.
OR
2.
Must be active and reachable on the Civil Service eligible list for Developmental Assistant 3.
OR
3.
Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable by the NYS Department of Civil Service (must also be within 2 grades of targeted title).
OR
4.
Eligible for provisional* appointment.
NON-COMPETITIVE PROMOTION:
If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non- competitive promotion under the provisions of Section 52.7 of the Civil Service Law. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
QUALIFICATIONS FOR PROVISIONAL APPOINTMENT:
One year as a Developmental Assistant 2 or Senior Licensed Practical Nurse 2.
OR
Two years as a Developmental Assistant 1 or Developmental Disabilities Secure Care Treatment Aide 2.
NOTE: *Provisional appointments will only be considered if there are insufficient in-title and/or Civil Service List candidates.
Valid unrestricted license to drive in New York State.
