Job Specifics

Duties Description The positions in the Office of Audit Services (OAS), Bureau of Personal Allowance Audit (BPAA), provide an essential admin/operational support function vital to the core mission of OPWDD. They will be responsible for auditing personal allowance monies belonging to thousands of individuals living in State Operated residential programs where the State has a fiduciary responsibility for the safeguarding and accountability of such funds.
Auditor 2 (under the general direction of an Auditor 3):
• Plans and supervises the conduct of research on the organization to be audited.
• Acts as auditor-in-charge when conducting on-site audits and examinations.
• Establishes the scope of audit by analyzing and determining areas for audit, and timeframe to be examined.
• Plans and determines audit activities, including specific audit tasks, and audit schedule.
• Conducts and/or participates in entrance conferences with representatives of the organization being audited to explain audit goals and methodology, and to gain access to records.
• Conducts or oversees the audit by performing various tests, reviews, reconciliations, and evaluations of records to ensure that transactions are processed and properly accounted for, and effective controls are in place.
• Oversees the performance of cash counts.
• Oversees the performance of inventory verification.
• Schedules and plans audit activities of assigned staff; provides instruction and training to Auditor 1s and trainees.
• Checks samples of completed work for conformance with established laws, rules and policies.
• Performs the full range of supervisory and administrative activities for (3) Auditor 1 positions, such as preparing performance evaluations and approving travel plans.
• Participates in development of bureau audit manuals or training programs.
• Oversees the performance of ad-hoc personal allowance reviews, as necessary.

Additional Information
Schedule is 7:30am to 5:30pm Monday, Tuesday, and Wednesday; 7:30am to 5pm Thursday; Friday pass day. Compressed work week.
Telecommuting to be discussed at interview - OPWDD's telecommuting policy allows telecommuting up to 50%.

Minimum Qualifications Eligible List: Candidates must be reachable for appointment on the current NYS Civil Service eligible list for this title.

Transfer: Candidates must have permanent competitive status in the Auditor 2 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional (Promotion Title)
In the event that there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year as an Auditor 1.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Non-Competitive Promotion (NCP)
NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as an Auditor 1.
