Job Specifics
Duties Description Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Building Construction Program Manager 5.
Minimum Qualifications • Recommend and implement improvements in existing programs within the Division, establishing policies and management systems, setting priorities, and developing new initiatives.
• Participate in strategic planning, long-range planning, and master planning for the Division.
• Schedule and assign projects to subordinate staff considering existing workload, project schedules, and technical competency.
• Perform the full range of supervisory duties – assigning work, evaluating workload, overseeing tasks, timely completion of performance reviews, and ensuring proper training is received.
• Provide overall instruction/guidance to staff, consulting architects/engineers, construction managers, and others as required.
• Provide direct and frequent advice to Design and Construction staff, client agencies and other Directors on matters concerning environmental studies and analysis, as well as the capital programming, design and construction of projects and the stewardship of state facilities.
• Maintain a collaborative environment that fosters and supports creative solutions and continuous improvement.
• Maintain a working environment that is committed to attracting, developing, and retaining a competent and highly motivated workforce.
• Ensure projects are delivered within scope, budget, and schedule expectations.
• Develop and maintain coordinated project schedules that consider the scope of projects and programs that are involved from inception to completion.
• Understand client expectations, priorities, and needs.
• Review completed and in-progress design work to ensure the adequacy of the design and consistency with the programmatic scope, budgetary and scheduling expectations.
• Recommendations and provide feedback in regard to design documents and any needed re-design efforts.
• Coordinate with regulatory agencies to ensure timely response to SEQRA actions, permits, and special regulatory approvals.
• Review and analyze consultant proposals to ensure they contain appropriate scope of work, fees, and schedules to meet project expectations and negotiate those proposal terms as needed to meet project and program needs.
• Advocate for and oversee implementation of executive initiatives related to sustainability and resiliency programs and priorities.
• Keep up to date on environmental, sustainability and resiliency legislation and regulatory guidance and identify efficient ways to incorporate compliance across all OGS D&C processes.
• Proactively lead OGS D&C in the efforts to facilitate planning and strategies related to building sustainability and resiliency standards within our projects and operations.
• Provide OGS D&C resources to all client State agencies in OGS D&C’s portfolio enabling agencies to meet their core mission while also meeting State climate goals with OGS D&C guidance and support.
• Engage with consultants to discuss and learn of industry developments and new technologies related to sustainability and resiliency.
• Act as liaison to other units within the Office of General Services.
• Provide the necessary technical direction and problem resolution for complex projects.
• Actively meet with consultants and vendors to resolve performance issues.
• Develop and implement trainings on environmental, sustainability and resiliency legislation, and D&C requirements and standards.
• Exercise a broad degree of independence and apply authoritative judgment on behalf of the Deputy Commissioner in developing and maintaining relationships with various stakeholders within State government and private industry.
• Perform other duties and special projects as required.
• Travel is required (approximately 50%).
