Job Specifics

Duties Description Job Duties and Responsibilities:

Supervise the Bulk Storage Section of the Region 9 Spill Prevention and Response Unit. Ensure compliance with State and Federal laws and regulations at regulated petroleum and chemical bulk storage facilities, including Major Oil Storage Facilities (MOSF). Generate annual program Work Plan and ensure all facilities are inspected on required schedule. Inspect State-regulated facilities in accordance with the annual work plan, complete detailed inspection reports, update the database, and upload necessary documentation. Provide follow-up to ensure compliance issues are corrected and refer non-compliant facilities for legal enforcement as appropriate. Ensure tracking of facilities registration and inspection status is current, information in the database is maintained accurately, and corresponding documentation is uploaded per program policy. Ensure Freedom of Information Law (FOIL) requests are completed thoroughly and on time. Delegate workload to staff and ensure schedules are met. Provide guidance and assistance to staff, the regulated community, municipalities, and outside agencies. Continue staff training in complex systems and new or revised regulations. Conduct public or professional outreach presentations as needed.

Manage assigned petroleum and chemical spill projects, including tank test failures. Provide clear and prompt direction to contractors and responsible parties to ensure spills are mitigated in accordance with DEC guidelines. Manage DEC oversight of regulated tank installations, repairs, removals, and closures. Conduct emergency preparedness planning with federal and local agencies, including the development of regional Geographic Response Plans. Provide information and direction as needed during emergency incidents, including outside business hours.

Preferred Experience:

Experience performing bulk storage inspections to ensure compliance with State and Federal regulations. Experience with DEC’s Unified Information System (UIS), DecDocs, GovQA, DEC Inspection Tool /iPad and Survey123, and facility registration and payment processing system is preferred. Experience providing responsive records for Freedom of Information Law (FOIL) requests. Excellent verbal and written communication skills are required to communicate with the regulated public, other emergency response personnel, consultants, and DEC regional and central office staff.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Or

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
