Job Specifics
Duties Description The Veterans Education Program Manager will be responsible for driving statewide outreach efforts, representing the New York State Department of Veterans' Services in public forums, and developing long-term strategies to improve educational outcomes for veterans. Duties include but are not limited to:
• Reporting directly to the Commissioner of the Department of Veterans Services and serves as the Executive liaison between the VA, educational institutions, and veterans, holding ultimate responsibility for guiding and influencing policies related to education benefits.
• Holding full authority over the management of the contract between the VA and New York State. Ensuring that all activities and processes align with federal regulations, exercising the highest level of discretion and oversight to maintain compliance and integrity.
• Overseeing the budget for VetEd, directing the allocation and strategic use of federal funds. Implements rigorous financial strategies and oversight mechanisms to optimize resource deployment and fiscal responsibility.
• Leading the enforcement of compliance standards through systematic audits and reviews. Holding authoritative responsibility for ensuring educational institutions adhere to VA regulations, thereby safeguarding program quality and integrity.
• Sole authority in the approval and ongoing evaluation of diverse educational programs, including Institutions of Higher Learning, Non-College Degree programs, On-the-Job Training, apprenticeships, high schools, and flight schools. Ensures all programs meet and exceed VA standards.
• Driving the development and implementation of comprehensive policies regarding VA education benefits. Aligning all initiatives with overarching federal laws, leveraging authority to influence substantial program improvements.
• Overseeing the provision of training and support to educational institutions and employers. Ensuring dissemination of accurate and consistent information on VA education programs, maintaining authority over educational outreach.
• Exercising authoritative oversight in resolving complex issues between veterans, institutions, and the VA. Engaging with stakeholders at all levels to promote collaborative solutions and strategic enhancements.
• Developing, implementing and monitoring corrective action plans for institutions and programs that fail to meet standards.
• Leading the collection and analysis of data on VA education program usage and effectiveness. Commands the preparation of strategic reports and recommendations for continuous improvement.
• Directing expansive outreach initiatives to raise awareness among veterans, schools, and employers about VA education benefits. Utilizing high-impact events and materials to promote informed engagement and participation.
• Commanding interagency efforts, coordinating with federal, state, and local entities, as well as veterans service organizations. Ensuring a holistic support system for veterans pursuing educational opportunities.
• Leading a professional team of six (Grade 22 and above) alongside several support staff. The staff is broken in to two specialized teams one that’s responsible for audits and compliance and the other specializes in the approval of education and employment programs.
• Promoting a high-performance culture, ensuring effective program operations and advancing the professional growth of team members.
Operational Needs:
• Travel may be required (approximately 30%), including during evening and weekends, depending on mission and assignment.
Minimum Qualifications Current NYS Department of Veterans Services employee with one year of service as a Veterans Education Program Representative 2 OR Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 27/M2 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
52.7 - Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, be a qualified employee of the NYS Department of Veterans Services, have had one year of permanent competitive or 55b/55-c service as a Veterans Education Program Representative 2 and must not have failed the last holding of the promotion examination for the title listed above.
