Job Specifics
Duties Description This position functions as the Deputy to the Director of Legal Education & Professional Development, one of the largest public sector legal training offices in the country. They work with the Director to plan and implement the strategic direction of professional development for agency staff and lead the team that is dedicated to developing and delivering Professional Development within the Bureau.
• Through direct interaction with Executive staff, Division and Bureau Heads, front line supervisors and other staff members, identify areas in which new programs are needed or areas in which existing programs are not meeting the operational and developmental needs of the agency.-Conduct research to assist in the design and development of training programs, utilizing updated available resources and in conjunction with established training and staff development organizations.
• Research and identify emerging tools that are available and recommend and develop new or improved training programs.
• Review and evaluate training programs proposed by other members of the Training staff to ensure training design is within the agency’s standards.
• If proposals include the use of vendors, evaluate, and negotiate contracts in compliance with agency and NYS OSC guidelines. Ensure that deliverables are met for contracted requirements.
• Execute agencywide training needs assessments at least every two years. Analyze results and present to senior management with recommendations for delivering needs-based training initiatives to address stakeholder learning and training requests which increase staff capabilities and skills and fulfill the strategic goals of the organization.
• Evaluate the level of agency participation in specific training courses and propose changes to the manner in which training information is disseminated in order to increase participation.
• Present training courses live and virtually on a regular basis annually to stay engaged with organization staff.
• Travel to Regional Offices to provide onsite delivery of training and provide back-up in the absence of designated trainers and oversee live learning events and meetings.
• Supervise a team of Agency Trainers and Administrative Support. Responsible for all LEPD Professional Development staff training, evaluation, and reassignment of duties, as appropriate.
• Develop the annual professional development course delivery plan including oversight to ensure logistics requirements are met, budget and registration targets are met and making a determination to adjust the schedule if variances occur.
• Administer all OAG mandatory training programs that are part of compliance for all executive orders and other statutory mandatory training: COELIG State Ethics Training, Sexual Harassment Prevention, EEO, Workplace Violence, Cybersecurity, Diversity and Inclusion, HIPAA and Rules of Professional Conduct. Oversee all reporting and communication.
• Oversee staff responsible for OAG Traineeships including monitoring trainee’s progress in Individual Development Programs and training requirements.
• Oversee the Statewide Legal Assistant Traineeship content development and delivery.
• Provide oversight and guidance to staff who are developing, delivering, and monitoring the Leadership Development Institute, the OAG management development training program.
• Project manager for the LEPD Standard Operating Procedure guidelines and best practices.
• Develop and implement new LEPD curriculum development guidelines.
• Serve as Administrator for SLMS (Statewide Learning Management System). and provide monthly or ad hoc reports.
• Perform other duties and special projects as assigned.
Minimum Qualifications Reachable on the Department of Civil Service Eligible list for Associate Director Training 1
OR
One year of permanent or contingent-permanent competitive status as a Training Specialist 2
OR
Eligible for a lateral transfer or eligible for transfer under Section 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title.
