Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking applicants for a Supervisor of Higher Education Programs in the Deputy Commissioner’s Office. The Office of the Professions is responsible for licensing, professional practice, and discipline of the fifty-six professions set forth in Title VIII of the New York Education Law and has a staff of approximately 400. Duties include, but are not limited to, the following:

• Confidentially support and coordinate the work and policy initiatives of OP, ensuring the completion of tasks and adherence to timelines, and effective implementation across OP offices;
• Manage the logistics related to the OP items for the monthly Board of Regents meetings;
• Coordinate all the structures and functions of the Committee on the Professions as set forth in Part 24 of the Rules of the Board of Regents, including but not limited to reviews of education, exam, and experience requirements and reviews of petitions for the restoration of professional licenses;
• Coordinate and advise on professional licensing examinations as set forth in Part 59.5 of the Regulations of the Commissioner of Education.
• Assist in the development, analysis, review, and dissemination of research and information on office initiatives, including internal or external emails, memos, reports, and talking points for stakeholder meetings;
• Lead the establishment of operating policies and procedures related to OPs core functions;
• Conduct research, analyze other’s research, and make policy recommendations;
• Coordinate the development of comments of legislative proposals, and where applicable develop legislative and regulatory proposals;
• Supervise professional and administrative support staff who engage in the daily operations of the Deputy Commissioner’s Office; and
• Other duties as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Higher Education Programs.

Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who meet the minimum qualifications and also possess the following: Candidates should be able to demonstrate superior organizational skills; project management skills; attention to detail; oral and written communications skills; and the ability to successfully collaborate with Department Senior Executive leadership and counterparts in other state agencies.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position will require 10% in-state/statewide travel.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $134,178 based on annual performance advances.
