Job Specifics

Duties Description 1. Assist in the processing and issuance of Mining Permit renewals, transfers, and non-substantive modifications. This will involve logging in and review of application materials, preparing relevant correspondence relating to permit processing, calculate MLR financial security requirements, data base input and tracking, and permit preparation for issuance.

2. Receive, open, log-in, review and distribute all incoming permit application materials and correspondence, and prepare outgoing correspondence and scanning documents as requested by staff. Program files are to be established and maintained, with timely filing performed as necessary.

3. Provide administrative and technical support for the Mined Land Reclamation Program (MLR) and Division of Environmental Permits (DEP) Region 9 Allegany Sub-office. Perform tasks supporting technical positions within the respective programs, including, but not limited to, implementing the regional MLR Permit Renewal Process; maintain and update applicable databases; create and maintain tracking spreadsheets for applications, staff assignments and enforcement mechanisms; monitor and evaluate data; collect and analyze information; draw conclusions from information/data; prepare letters and reports; assist in the review and evaluation of renewals and minor permit modifications; and receipt applicable application fees. Respond to program inquiries, interact with other divisions within the Department, the public, and applicants.

4. Develop and maintain a spreadsheet for fiscal allocations for MLR. Additional tasks would include coordinate ordering and purchase of supplies/equipment for MLR with Regional Administrative staff as directed by MLR Supervisor. Conduct an inventory and maintain inventory documentation.

5. Coordinate all MLR and DEP (Allegany office only) FOIL requests. Receive requests (telephone, fax, letters, visitors and/or scheduled appointments for the review of files). Gather files/specific information from files that are responsive to request as directed by program staff so that staff can make a determination on releasability of information.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and:

Transfer eligible under Section 70.1 - permanent competitive service as an Accountant Aide, Accountant Aide Trainee 2, Business Document Specialist 2, Stores & Mail Operations Supervisor, Principal Mail and Supply Clerk, Principal Offset Print Machine Operator, Principal Stores Clerk, Program Aide, Administrative Assistant 1.

Additional titles SG 11 or higher which qualify can be found on the Department of Civil Service website, search "GOT-IT".

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
