Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the Assistant Director Information Technology Services 1 (M4), within the Digital Transformation Office, under Digital Engineering Bureau, the Manager Information Technology Services 2 (SG 29) will lead and oversee the planning, design, and development of all products, services, and solutions related to the Bureau's transformation efforts.

Specific duties include, but not limited to:

- Lead and manage the Engineering Services transformation team within the Digital Engineering Bureau;
- Manage the design, development, and delivery of business-critical products and projects for the office;
- Lead small to medium size full-stack development efforts to design and implement web, mobile, and API software products and systems hosted on-prem as well as on cloud platforms as required, using technologies including but not limited to .Net Core, Angular, Oracle, SQLServer, MySql, Google Cloud, Kubernetes;
- Collaborate and interface with Deputy Commissioners for Technology (DCTs) and other enterprise teams for transformation projects;
- Collaborate with cross-functional teams of architects and engineers to elicit requirements, design, build, deploy and automate solutions;
- Assist in the preparation of project and product artifacts for the bureau including but not limited to product business case & scope documents, effort & cost estimates, technical design artifacts, and testing, transition, & delivery plans;
- Perform resource and release management duties including assigning tasks, providing guidance and oversight to other development staff;
- Perform full range of supervisory duties.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
