Job Specifics

Duties Description The Health Program Administrator 1 will work in the Office for Aging and Long-Term Care’s Nursing Home Safety & Evaluation Program.
Specific duties and responsibilities will include:
• Collect, analyze, and summarize program data to track staff performance and establish timelines for completion of program functions.
• Review and quality assurance of subordinate staff’s evaluation of applications based on established criteria.
• Oversee responses to requests for technical assistance from external stakeholders, including advocates and regulated parties.
• Working with program leadership, to research, review, and interpret relevant state/federal regulations, track, and trend non-compliance, and create reports to be shared with agency officials and posted to the Department's public website as required by regulations governing nursing home safe staffing.
• Analysis of feedback from the Division of Legal Affairs and Administrative Law Judges.
• As necessary, assist the Assistant Director with the oversight of the review and analysis annual financial and statistical reports, evaluating the facility’s revenues, expenses, assets, liabilities, and other statistical information, to determine compliance with New York State statutory requirements.
• When required, participate in the hiring process, and ensure staff are adequately trained in knowledge areas.
• Oversee and complete special projects, as assigned.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 1, SG23 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG21 or higher and eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law.

Preferred Qualifications: Ability to evaluate records against applicable laws and regulations and ability to extract, manipulate and gather data as needed for reports and recommendations. Excellent leadership, organizational, interpersonal and communication skills, and strong critical-thinking and problem-solving skills. Ability to interpret regulations and policies and produce quality guidance documents for all audiences.

Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process and are subject to operational needs and the telecommuting application process.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
