Job Specifics
Duties Description The incumbent will perform a multitude of tasks, including, but not limited to, a programmatic review of Home Health Aide Training Program applications to determine whether applicants satisfactorily completed the application requirements. This includes understanding the relevant regulatory and program requirements. It also includes monitoring and managing a BML to provide technical assistance on the Home Health Aide Training requirements and related documentation. In addition, the incumbent will be responsible for reviewing applications for the Home Health Aide Hybrid Training program. Furthermore, the incumbent will be responsible for other duties as assigned
Minimum Qualifications Permanent Transfer:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Non-Competitive Minimum Qualifications (NY HELPS Program):
A bachelor's degree and two years of administrative or clinical experience related to performing and/or implementing medical or programmatic surveillance, audit, compliance, quality assurance and/or regulatory activities of patient/resident care or a health care delivery system for a health care facility or health related organization.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Excellent organizational, written, and verbal communication skills; ability to function independently and manage a high degree of complexity in an environment with multiple priorities; ability to work cooperatively in a team-based setting; ability to understand state regulations pursuant to Public Health Law; and the ability to use Microsoft Word and Excel applications and database applications.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
