Job Specifics

Duties Description The Professional Engineer 2 (Environmental), Item 40905 located in Region 7 – Syracuse, in the Air Division, Special Projects oversight section, will be responsible for the following:

1. Providing policy oversight, management and leadership to Region 7 Division of Air with regards to the Chip Manufacturing industry and it’s support industries, including the development and support of work plans and budgets, and appropriate priority setting.

2. Providing direct supervision of DAR Special Projects Section Supervisors and indirect supervision of their staff. Assist with personnel matters such as hiring, promoting and/or disciplinary process. Ensure program deliverables are met for the Special Projects Section, in coordination with the Regional Air Engineer for regional responsibilities overall.

3. Serving as principal Air Permitting Technical advisor between the Regional Director and Assistant Regional Director, Regional Engineer, Indian Nation Affairs, Division Management, Executive staff, and program managers from Office of General Counsel, Permits, Natural Resources, and Operations, representatives of federal, state and local agencies and the public where appropriate.

4. Participating in, managing and supervising special projects as directed by the Regional Director.

5. Communicating in a positive and efficient manner with internal and external constituents including media, local, state and federal elected officials, municipalities, businesses, professional groups, Indian Nations, and environmental and community groups. This may require working evenings and weekends.

6. Advising the Regional Director, Assistant Regional Director and Administrative and Executive staff of sensitive issues, and identifying and resolving issues effectively.

7. The position will require working as a team with the other PE2s in the region, other regions and Central office staff, to ensure any high demand projects are completed. This may include coordinating across the state to ensure uniform permitting requirements and regulatory applicability for the Chip manufacturing industry, it’s support facilities and any other special projects.

8. Provide policy and regulatory framework review as it applies to the Special Projects industry to ensure proper regulatory control as the industry changes.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis.

Transfer Eligible – one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law: Professional Engineer 2 Civil, Professional Engineer 2 Electrical

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

*The starting salary for this position is 110,784. This amount is comprised of the base salary of 103,784 with an additional geographic pay differential of $7,000, specific to this title and location.

The job rate for this position is 134,830. This amount is comprised of the base salary of 127,830 with an additional geographic pay differential of $7,000, specific to this title and location.
