Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Information Technology Specialist 3 (Systems Programming) position in the Office of Information Technology Services (ITS) in the Automation Support Center. Duties of this position include, but are not limited to, the following:

• Supervise and instruct staff in the NYSED Desktop Support;
• Respond to help desk calls for computer-related problems via phone, remote control, or in person;
• Create work orders via the Footprints and Jira system, provide updated inventory data, and run monthly
• Direct staff to perform add/change/delete work order requests for software, equipment, new employees, transfers, and staff moves, including identifying and copying user data from old to new computers;
• Use Microsoft Endpoint Configuration Manager to assist in creating software and operating system image packages for the enterprise;
• Manage hardware and software inventory;
• Use Microsoft Active Directory Users and Computers and other utilities to troubleshoot hardware, software, and password issues within the enterprise;
• Oversee delivery of new equipment and collection of old equipment to be reassigned or recycled;
• Assist and direct moves of computer equipment for staff and office relocations;
• Run anti-virus, spyware detection/removal, and data recovery software on staff computers;
• Direct the unpacking, configuration/setup, and delivery/deployment of new computer equipment, and coordinate with office staff receiving new computers;
• Install and configure software and other upgrades according to NYSED standards from NYSED servers and supplied images;
• Troubleshoot problems with PCs, laptops, printers and other hardware, including scanners and external drives;
• Analyze office computer needs and make recommendations to NYSED managers on how to deploy or redeploy equipment in the most efficient manner; and
• Evaluate new PC-related hardware and software, maintain knowledge to be able to set it up, and explain to users how to use it.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:

1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in programming languages AND two years of experience in computer systems programming*; OR

2. a bachelor’s or higher-level degree in any field AND three years of experience in computer systems programming; OR

3. an associate degree with 15 semester credit hours in programming languages AND four years of experience in computer systems programming; OR

4. five years of experience in computer systems programming.

*Computer systems programming must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs. This could be a mainframe or network based server environment where the server supports databases, data communications, web sites, applications servers, etc. The primary distinctive characteristic of computer systems programming when compared to applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware (e.g., operating systems, disk defragmenter) and requires a greater degree of hardware awareness.

COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Systems Programming).

Eligible List Appointment Information Technology Specialist 3 (Systems Programming). Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Information Technology Specialist 3 (Systems Programming) Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:

1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in programming languages AND two years of experience in computer systems programming*; OR

2. a bachelor’s or higher-level degree in any field AND three years of experience in computer systems programming; OR

3. an associate degree with 15 semester credit hours in programming languages AND four years of experience in computer systems programming; OR

4. five years of experience in computer systems programming.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent appointment, or a contingent-permanent non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $106,454 based on annual performance advances.
