Duties Description POSITION DESCRIPTION:
Under the supervision of a Human Resources Specialist 2, the Human Resources Specialist 1 (Labor Relations) will perform a wide range of duties in the administration of the employee and labor relations program.
PRIMARY DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to:
• Conducting and/or assisting various disciplinary investigations involving employee misconduct, incompetency and arrests by gathering documents and statements, conducting interviews and interrogations of employees, writing investigative summaries.
• Administering the grievance process.
• Monitoring and tracking investigations conducted by other investigating entities.
• Coordinating the facility’s Workplace Violence and Domestic Violence Prevention Programs.
• Assisting in the yearly risk assessments as needed.
• Participation in the agency’s Health and Safety Committee.
• Performing actions related to issues involving employees’ driver’s licenses.
• Administering the Time and Attendance Disciplinary Program.
• Advising employees and Management on labor relations related matters.
• Supervision of administrative support staff.
• Assessing labor relations training needs and performing training of employees and Management on relevant topics.
• Acting as liaison with the NYS Justice Center, Office of Investigations and Internal Affairs, and Anti-Discrimination Investigations Division.
• Implementing settlements and awards determined in the disciplinary process, issuing Notices of Discipline and Notices of Suspension.
• Regular computer use of NYSTEP; TIMES; Microsoft Excel, Word, Outlook, Teams, Lists; Webex.
• Candidates should have the ability to prioritize and multi-task, work confidentially and independently, and exercise good
judgement.

Minimum Qualifications MINIMUM QUALIFICATIONS:
COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level. NON-COMPETITIVE MINIMUM QUALIFICATIONS (NO EXAM REQUIRED):
Human Resources Specialist Trainee 1, NS (equivalent to SG-14): A bachelor's or higher degree. Human Resources Specialist Trainee 2, NS (equivalent to SG-16): A bachelor's or higher degree
AND Either 1. One year of professional human resources experience
OR 2. A Juris Doctor, master's or higher degree in a field related to the position being filled.* Human Resources Specialist 1, SG-18: A bachelor’s or higher degree
AND Either 1. Two years of professional human resources experience
OR 2. REASSIGNMENT QUALIFICATIONS: Current Office for People with Developmental Disabilities employee with one year of permanent competitive or 55b/c service as a Human Resources Specialist 1. 70.1 TRANSFER QUALIFICATIONS: • For 70.1 transfer to a Human Resources Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-16 or above. • For 70.1 transfer to a Human Resources Trainee 2, salary grade (SG)-16, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-13 or above. • For 70.1 transfer to a Human Resources Trainee 1, salary grade (SG)-14, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-11 or above. Additional Comments *Downstate Adjustment of $3,400.00 has been added to the hiring rate/job rate for Hudson Valley DDSO Thiells location (Rockland County).

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
The position may be filled at the Human Resources Specialist Trainee 1 level equated to SG-14, $55,005, Human Resources Specialist Trainee 2 level equated to SG-16, $61,340, or full performance Human Resources Specialist 1 SG-18, $65,164, based on education and experience. A Downstate adjustment of $3,400 will be added to all salaries. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.
