Job Specifics

Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Long Island Field Office (LIFO). Under general direction, the incumbent will serve as a member of the Adult Community Services Unit supporting OMH Adult Services operated by Communcity Based Providers including, Crisis Services, Housing Services and Behavioral Health Managed Care.

Specific duties to be performed may include, but are not limited to, the following:

Represent OMH at partner/stakeholder meetings.

Review and provide comments/recommendations to Field Office Director and OMH Executive Team on Regulations, Guidance Documents, Policy and Procedures and Program Development.

Work collaboartivley with all units within the Long Island Field Office, and all OMH units across the state.

Assist in managing and providing direction for unlicensed OMH services to ensure uniformity and conformance to the program model and a consistent and timely response to stakeholders, recipients, and families in the Long Island Region

Collaborate with Nassau and Suffolk Counties on the monitoring of the Single Point of Access universal housing application to ensure individuals are afforded the opportunity for placement in mental health housing programs.

Assist with regional planning activities.

Provide oversight of all unlicensed adult services in the Long Island region in collaboration with both Nassau and Suffolk Local Government Units.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
Candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can subsitute for one year of specialized experience.

Transfer Opportunity:
Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.

55b/c Opportunity:
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must must possess a Bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND and three years of professional clinical or administrative experience in a mental health program.
