Duties Description The Hunger Prevention and Nutrition Assistance Program (HPNAP) improves the nutritional quality of food available at food pantries, soup kitchens and emergency shelters by funding nutritious food, for the delivery, storage, service, and promotion of these foods. Emergency food programs such as food pantries, soup kitchens, and emergency shelters serve individuals and families in need of food assistance and who are at risk for hunger or food insecurity.
The Public Health Nutritionist 1 will be actively engaged in contract management in the Metropolitan Area Regional Office (MARO) Division of Nutrition HPNAP. Duties will include reviewing and evaluating contracts and workplans, and analyzing, tracking, and reporting on program activities, quality of nutrition services, and contract deliverables in accord with federal and State regulations. The Public Health Nutritionist 1 will also provide technical assistance and training to contracted agencies.
Minimum Qualifications Public Minimum Qualifications (HELPS Program):
A. Three years of full-time professional experience in the field of nutrition or dietetics, including one year experience as a nutritionist or dietitian in a public health or community nutrition program; or in a governmental agency in the oversight and review of health care/health related facilities licensed by a state department of health or federal health agency; or in a health care facility licensed by a state department of health.
AND
Substitution: A master's degree in public health with a major in nutrition, a master's degree in nutrition with emphasis in public or community health or a master's degree in applied human nutrition with six graduate credits in public health may be substituted for one year of the non-specialized experience.

Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Public Health Nutritionist 1; OR New York State employee with one year of permanent or contingent-permanent competitive service in a title at or above Grade 20 and eligible for a 70.1 transfer.
Preferred Qualifications: The preferred candidate will have experience in community public health programs, and experience in program/contract development, management, and evaluation. The candidate will have knowledge of federal and State regulations with regards to budget development. They will have proficiency in Microsoft Office programs, Word and Excel applications, excellent written and verbal communication skills, and excellent organizational skills with the ability to prioritize multiple assignments.

Location Pay - Downstate Adjustment is provided to employees who work in applicable areas in the amount of $3,400.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
