Duties Description The New York State Office of Mental Health (OMH), Center for State and Community Workforce Development & Human Resources, Bureau of Education and Workforce Development (BEWD) is recruiting to fill a Training Specialist 2 (Mental Hygiene), Grade 23, position.
The Training Specialist 2 (Mental Hygiene) will simultaneously deliver several OMH training initiatives designed to train and develop the OMH workforce while also refining current programs and developing new programs into modules for the future. The incumbent will design and deliver training programs for clinical and direct care staff throughout the OMH system based on needs assessments conducted.
Examples of these trainings include: Therapeutic Relationships and Universal Safety Training, Mental Health First Aid, Responding to Traumatic Events in the Workplace, Motivational Interviewing, Professional Boundaries, Teen Intervene, and Clinical Supervision, as well as other clinical training that support both health and safety and the core mission of OMH. Of the core direct care programs, Therapeutic Relationships and Universal Safety Training is considered OMH’s anchor program
Therapeutic Relationships and Universal Safety Training (TRUST): The TRUST program recently replaced the following standalone trainings with instead a series of modules, ensuring a more cohesive program with less redundancy:
• Preventing and Managing Crisis Situations (PMCS)
• Youth Empowerment Strategies (YES!)
• Partnering for Safety (PFS)
• Therapeutic Communication Skills (TCS)
• Trauma-Informed Practice (TIP)
TRUST is a vitally important training program mandated for all OMH facility staff, including adult and children and youth, inpatient and outpatient, and civil and forensic. It is a key piece of restraint and seclusion reduction efforts and the creation of a violence- and coercion-free environment in our all of OMH’s various settings. The incumbent will plan, organize, develop, revise, and deliver TRUST train-the-trainer (TTT) programs, as well as assist OMH hospitals in TRUST direct deliveries as needed.
Specific duties include, but are not limited to, the following:
Plan, organize, develop, coordinate, promote, conduct, and review training and development programs to improve performance of agency staff and operations.
Serve as one of the Agency’s Master Trainers for core programs.
Function as a technical expert and resource of the core programs for facility trainers and licensed community providers.
Coordinate, administer, and deliver major portions of the TRUST train-the-trainer program, including staff work, curriculum updates, instruction, observation, and certification of trainers at various location across New York.
Review participant training course evaluations to determine deficiencies in content. Recommend and implement corrective action.
Research various sources to find information, materials, and technologies to help in the design and development of training programs.
Assist with curriculum revisions and development as needed to maintain the programs.
Organize and develop training materials from various sources while determining proper curriculum content and presentation methods consistent with learning industry standards and principles of adult learning theory.
Consult with State facility managers and Central Office program leads regarding the development needs of new or existing facility trainers at their facilities, as well as the development needs of staff at those facilities.
The incumbent will be required to travel statewide to deliver TRUST train-the-trainer programs to State and non-State providers, and to observe, develop, and mentor TRUST instructors. This travel will include week-long trips where the incumbent, along with at least one but usually 3-4 other trainers, must leave on Sunday and return to Albany on Friday, after the training’s conclusion.
Minimum Qualifications Transfer Opportunity:
Candidates must have one year of permanent competitive service in the Training Specialist 2 (Mental Hygiene), G-23, title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
