Duties Description IPOSITION DESCRIPTION:
An Office Assistant 3 (Human Resources) typically serves in the Human Resources office of a State agency or facility and supervises employees in processing personnel transactions, employee benefit applications and claims; maintaining employee and position records; processing records and forms for new employees and orienting new employees. Office Assistant 3 (Human Resources) also provide information to both employees and program managers on matters concerning the Civil Service Law and rules and regulations governing attendance and leave, appointments, promotions, salary entitlements, personnel policies and procedures, and employee benefits.
PRIMARY DUTIES AND RESPONSIBILITIES:
The incumbent will be assigned to the Human Resources Office and under the direction of the Director of Human Resources, will be responsible for a full range of office support and clerical work including but not limited to:
• Supervision of clerical staff
• Processing NYSTEP transactions
• Liaison between agency and Civil Service for payroll related issues
• Processing requests for Civil Service Eligible List canvassing and results
• Processing TIMES transactions
• Assist with Civil Service Decentralized Exam administration
• Back up other clerical staff
• Customer service
• Other duties as needed

Minimum Qualifications Candidates must currently be in title, eligible for 70.1 transfer, or reachable on the Civil Service Eligible List. Provisional candidates may be considered. To be eligible for provisional appointment candidates must be:
• a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service in a clerical, keyboarding, or paraprofessional* title allocated to Grade 7 or higher. Qualifying titles are available at: https://www.cs.ny.gov/examannouncements/announcements/37837titles.cfm. Only the title or titles listed are qualifying.
• *Only paraprofessional titles in an office environment will be considered qualifying. Service in a direct care title is not qualifying experience. Examples of non-qualifying titles are: Developmental Disabilities Secure Care Treatment Aide 1, Direct Support Assistant, Food Service Worker 1, Licensed Practical Nurse, Mental Health Therapy Aide, Security Services Assistant, Youth Division Aide 2, and Youth Division Aide 3.
Additional Comments • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• For CSEA positions: Local Bidding Agreements will be honored.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
• If you are employed by state government you may be able to receive loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer. • Paid Holidays and Leave:
° Thirteen (13) paid holidays each year.
° Thirteen (13) days of paid vacation leave initially.
° Five (5) days paid personal leave each year.
° Thirteen (13) days of paid sick leave each year (PEF/CSEA), which may carry over from year to year.
° Up to three (3) days professional leave each year to participate in professional development events.
• Health Care Coverage:
Employees and their eligible dependents can choose from a variety of affordable health insurance programs. Employees are provided family dental and vision plans at no extra cost.
• Paid Parental Leave:
Paid Parental Leave allows eligible employees to take up to 12 weeks of paid leave at full pay for each qualifying event. A qualifying event is defined as the birth of a child or placement of a child for adoption or foster care.
