Job Specifics
Duties Description Provides support to Employee Development and Engagement Services and serve on interdivisional programs:
• Compose and respond to messages in the shared mailboxes - Responds to customer inquiries in a professional and solutions focused manner within 24 hours.
• Support agency wide training programs/committees including but not limited to: MVP/Recognition, Bring Your Child to Work Day (BYCTWD), Employee Development Week (EDW), Employee Development Program (EDP), Service Awards.
• Serve as a LinkedIn Learning Primary Administrator - Troubleshoot any issues for customers within 1 business day and act as a liaison between LinkedIn Learning support and OSC to resolve more complex issues. Submit Tickets on behalf of employees through LinkedIn Learning’s help center. Research and create LinkedIn Learning playlists as requested/needed. Run, analyze and send quarterly reports for LDAs. Create and assist with monthly OSC Insider postings.
Accurately maintains training records in the Statewide Learning Management System (SLMS) – Serve as a Primary Administrator:
• Runs learning history reports upon request. Monitors the training mailbox on designated weeks and reply to requests for SLMS assistance within 24 hours of request. Answers any customer questions related to SLMS in a professional manner and tone.
• Create courses and classes in SLMS based on request and need with 95% accuracy.
Provides support for in-person training, virtual training, and online training:
• Creates necessary OSC Insider messages to communicate and notify customers of training or events.
• Class management: Prepares class materials, reviews SLMS within 24 hours of classes and sends Outlook invites with MS Teams link or room location to participants. Completes class manager role within 1 business day of class ending. This includes closing out class in SLMS, sending survey, and emailing any additional resources (survey) for class participants.
• Coordinates logistics such as: reserving rooms accurately preparing and printing rosters within 24 hours of class for in-person offerings.
• Online Training/Program Compliance: Tracks compliance for online training and programs as needed. Sends communication to employees based on a pre-determined schedule. Adjust dates, discusses with all stakeholders prior to making adjustment. Responds to mailbox questions regarding compliance. Follows-up with program/class owner as needed.
Assist with coordinating and arranging EDES meetings:
• Schedule meetings as requested.
• Prepare and distribute agendas, as needed.
• Prepare and distribute notes/actions within 48 hours after the meeting.
Handles Bureau purchases using procurement card – after approved by Finance:
• Create accurate and timely finance proposals for purchase as requested by EDES.
• Track/monitor EDES purchases, as needed.
• Complete monthly p-card report in SFS accurately with support, as needed.
• Adhere to all purchasing guidelines set forth by the Finance Office.
Minimum Qualifications No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:
For appointment to the Program Aide you must have: Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Competitive Qualifications:
You must be currently reachable on the appropriate eligible list for this title, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
Transfer:
For 70.1 transfer to a Program Aide, salary grade SG-13, you must have one year of permanent competitive service in an approved title for transfer allocated to a SG-11 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
