Job Specifics

Duties Description The incumbent will lead the RCRA unit within the Division of Materials Management’s Region 4 office. Specific duties will include performing solid and hazardous waste management facility inspections; documenting potential violations and pursuing formal enforcement when appropriate; preparing, submitting, and tracking enforcement cases with DEC legal staff; maintaining knowledge of solid and hazardous waste regulations; providing technical review of solid/hazardous waste management and used oil facility permit applications; writing permits or providing comments and technical assistance to permit writers; evaluating environmental impacts caused by solid and hazardous waste management facilities, including potential nuisance conditions and contamination of soil, sediment, surface water, groundwater, and air; working with facility operators, design consultants, and Department staff to develop acceptable solutions to a variety of environmental issues; representing the department at public meetings, outreach events, hearings, and legal proceedings; investigating complaints regarding regulated facilities and activities; responding to requests for technical/regulatory guidance from the public, the regulated community, and agency staff on all matters related to solid and hazardous waste; and supervising staff, including developing performance plans and associated reviews, reviewing and approving timesheets and expense reports, and developing and completing program specific training for new staff.

Essential Functions:

Must be competent with Microsoft Excel, Word and Power Point. Must be able to manage multiple projects. Must be able to read and interpret regulations, technical documents and engineering plans. Must have strong verbal and written communication skills. Must be able to communicate effectively and interact with the general public.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:

Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
The incumbent will be required to obtain RCRA Certification.
Telecommuting may be available, will be discussed at interview.
