Job Specifics
Duties Description The Division Bridge Engineer (DBE) is imperative to administering Albany Division’s Thruway Bridge Maintenance Program by maintaining the program workflow, ensuring the program runs smoothly, safely and efficiently. The Incumbent is required to be a Duty Officer for Albany Division, work in the Division Operation Center during activation periods and will report to the Albany Division Maintenance Engineer. Position is expected to be available for consultation 24/7.
Responsibilities include but are not limited to:
Assume the roles and responsibilities of the Division Maintenance Engineer in their absence
May be required to attend meetings on behalf of the Division Director or Division Maintenance Engineer
Assign and maintain staffing levels
Develop and administer the annual Division Bridge Budget
Develop work schedules ensuring completion of work is timely and concise
Manage and direct special bridge projects
Serve as a liaison engineer between the Thruway and various agencies
Responsible for coordinating schedules with Albany Division’s Highway Maintenance
Review and recommend changes and/or improvements to plan specifications
Design small to moderate bridge repairs
Drafting designs for field staff
Perform field visits in support of the bridge maintenance program
Review inspection reports and field conditions for bridges, bridge culverts, overhead sign structures, retaining walls and Thruway owned communication towers
Conduct and report on engineering investigations relating to structural problems, designs, and repairs
Perform quality assurance for inspections of bridge culverts, overhead sign structures and retaining walls completed by the Division’s Bridge Safety and Inspection Engineer
Respond to structural and safety flags generated from the bridge inspection program, directing maintenance and/or contractors in the temporary and/or permanent repairs necessary for flag removal
For flagged bridges where corrective work is completed by maintenance forces, responsible for providing the following: PE stamped repair detail, design calculations for the repair detail and PE certification for the work noting that the repairs were done in accordance with the detail
Where corrective work is beyond the capability of maintenance forces, conditions are discussed with Headquarters Bridge Management and Design for corrective action
Independently assess the need to close or limit the use of bridge structures
Work with Asset Management to select structures to be placed on the Capital Program for rehabilitation or replacement
Recommend major reconstruction projects
Work closely with the main office structures team of engineers to address best repair practices to structural design
Review all project plans and inspect all completed projects, ensuring that every structural or safety deficiency is satisfactorily resolved
Review ADP, PS&E and Final Plans (replacement, rehabilitative or general maintenance) by the Department of Engineering Services
Respond to emergencies resulting from accident damage or from loss of adequate structural support due to deterioration to assure public safety
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 27 or above and eligible for transfer under Section 70.1, 70.4, and/or Section 52.6 of the NYS Civil Service Law
2. PROVISIONAL PENDING EXAMINATION AND/OR NCP QUALIFICATIONS: Current New York State Thruway Authority employee with one year or more of qualifying permanent service as Professional Engineer 1 (Civil/Structure), Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical) or Professional Engineer 1 (Civil/Transportation)
In addition, you must possess a New York State Professional Engineer license with current registration.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $99,640 – $139,054
Recruitment & Retention Pay: $7,000
