Job Specifics

Duties Description The Office of Human Resources and Administrative Planning oversees all staffing and personnel transactions, including recruitment efforts. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.
The Human Resources Specialist 2 (Labor Relations) duties in The Office of Human Resources and Administrative Planning will include but are not limited to the following:
• May supervise staff consisting of Human Resources Specialist 1(Labor Relations)/Trainee 1 or 2 and/or administrative support staff.
• Assisting in the administration of the overall agency labor relations program.
• Assisting in providing an effective employee relations program
• Representing the Department in meetings, workgroups, committees, and other forums related to labor relations and employee relations.
• Assisting in the reviewing, evaluating, implementing, revising policies and procedures relating to labor relations and employee relations.
• Assisting in scheduling and conducting grievance meetings, investigations, interviewing, interrogations to identify and report issues regarding labor relations.
• Interacting with Counsel’s Office, division directors, supervisors, Executives, and employees at all levels, on matters involving labor relations and other sensitive issues by exercising frequent oral and written communications to identify and resolve various existing or potential labor relations issues.
• Providing advice and consultation to supervisors, manager, directors, and Executives ensuring proper interpretation and administration of contract provisions relating to employee grievances or issues.
• Assisting in the administration of the Department’s discipline program, including suspending employees, issuing Notices of Discipline, scheduling and conducting Agency Level Review Meetings, preparing witnesses, and representing the Department in disciplinary arbitration hearings.
• Assisting with the coordination of Employee Health Service Referrals, including researching issues involved, preparing EHS-707 and supporting referral data; managing appeals process for Section 72 appeals, including arrangement of hearing officer, all communications, and may lead or assist in the administrative hearing presentation.
• Assisting with the processing of Out-of-Title work grievances
• Presenting, assisting, and participating in the delivery of labor relations training courses pertaining to employee relations, collective bargaining, contract administration, employee discipline, or supervisory guidance.
• Assist in the development in the development or revision of agency Labor Relations policies and procedures.

Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Labor Relations)
if less than one year, you must be currently reachable on the Human Resources Specialist 2 (Labor Relations) eligible list for the Albany location if one exists.

COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 21. To be considered, you must provide a copy of your letter of eligibility with your response.

• Ability to proactively manage multiple priorities in a fast-paced environment and adapt to changing needs and issues.
• Solid organizational skills with demonstrated ability of managing sensitive issues while remaining fair and equitable acting with discretion and objectivity.
