Job Specifics

Duties Description Coordination of Agency IC System: Plan, organize, and coordinate DEC’s annual review of internal controls. Serve as agencywide Internal Control (IC) Coordinator and IC point of contact for approximately three dozen divisions, offices and regions around the state. Coordinate effective, compliant DEC IC System and IC review process, while directing and communicating with more than 50 DEC Divisions, Regions, and Offices. Collaborate with DEC leadership, attorneys, engineers, biologists, chemists, planners, foresters, environmental program and education/communications specialists, enforcement coordinators, among others, who are conducting the annual reviews of internal controls. Oversee the work of nine regions and central office teams to ensure timely submission for the agencywide review and analyze/evaluate their reported major functions, risks, and controls. Provide technical guidance and direction to staff and suggest corrective measures. Provide direction and review the submissions to ensure accuracy, completeness, and compliance with statutory requirements and the Division of Budget’s Agency Internal Controls Certification requirements. Plan, schedule and conduct various IC projects with Strategic Planning and Performance Management Office (SPPMO) and DEC staff teams.

Critical Analyses: Perform advanced analyses and critical thinking regarding complicated, large-scope qualitative data, identify trends with significant impacts on program operations. Apply problem-solving to IC data assessments and trends identification and make related recommendations. Develop recommendations to assist DEC management in improving the effectiveness and efficiency of the IC system.

Communications, Writing, and Presentation Skills: Develop lucid, concise, written reports, briefings, analyses, graphics and other documents regarding IC which are easily comprehensible by various audiences. Prepare Commissioner’s annual IC Review report to DOB. Plan and conduct multiple forms of clear, effective, succinct internal communications to provide information on IC and raise awareness of it among employees and within a variety of functional areas. Provide IC technical guidance and substantive training and direction to DEC employees. Provides IC procedures and techniques training and prepares IC educational materials and guidance documents for DEC employees. Reshape internal website IC content.

IC Process Improvement and Knowledge: Participate in DEC IC System team process analysis and improvement project (annual). Analyze, compare and evaluate various courses of action to improve DEC IC System and implement them. Support continuous improvement in DEC control environment and system. Maintain and apply up-to-date knowledge of State and DEC Internal Control (IC) statutes, policies, procedures, and guidelines as well as Committee of Sponsoring Organizations of the Treadway Commission standards. Work with DEC Process Analysis Coordinator to identify program-level IC-related process improvement needs.

Strategic Objectives, Risk and IC, Monitoring IC and Corrective Actions: Expand meshed application of DEC strategic priorities and IC System. Assist in enhancing risk assessment and management using DEC IC system as a tool to achieve . Monitor agency IC performance and corrective action implementation, identify trends and associated risks, and foster implementation.

IC Database: Manage and provide overall coordination of the DEC IC database and data quality control, being worked on by a another SPPMO staff member, regarding agency IC information past, present and future, including implementing any update to an automated system. Work with colleagues to enter IC review data.

Teamwork: Work collaboratively with a high level and number of team members organization wide. Briefs agency leadership on critical IC matters. and Strategic Planning and Performance Management Team on IC and special assignments outside the direct IC area.

Minimum Qualifications Reassignment

- Currently in the title of Associate Administrative Analyst and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible – one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
