Job Specifics
Duties Description The NYS Canal Corporation is seeking candidates for the position of Real Estate Specialist 1, SG-18, to fill position in Albany. Duties will include, but not be limited to, the following:
• Processes occupancy and work permits for use of and work undertaken on Canal Lands.
• Reviews necessary documentation for the issuance of occupancy and work permits for compliance with the Canal and Public Authorities Law, Corporation procedures, regulations and guidelines.
• Reviews, analyzes and evaluates real property matters relating to the permitting of Canal Lands.
• Drafts correspondence and permits for use or work on Canal lands and/or waterways. Monitors compliance with Canal procedures, regulations and guidelines.
• Maintains digital and hard copy permit transaction files.
• Creates mapping to illustrate permitted lands.
• Maintains and updates existing permits within coverage area.
• Responds to inquiries from the public and other State agencies.
• Assists with the assignment and review of appraisals conducted by outside consultants, and assists with updating assessment data and various other fee-related schedules.
• Reviews the appraisal scope of services prior to assignment to outside consultants.
• Evaluates appraisal reports for Uniform Standards of Professional Appraisal Practice (USPAP) and internal requirements.
• Compiles and drafts correspondence, reports and other documentation for the disposition of real property.
• Drafts reports and other correspondence for Canal Recreationway Commission consideration.
• Submits transactions as needed to the State Historic Preservation Office for its review of the parcel’s historic or archeological significance.
• Assists in drafting and/or preparing agenda items for submission to the Canal Board of Trustees.
• Assists in the preparation of materials to be used for dispositions, e.g., bid packages, Public Notices, etc.
• Reviews abandonment mapping and associated written descriptions.
• Performs other professional level duties as assigned and required in support of the management of Canal Lands within the Canal Divisions.
• Researches ownership and permitting inquiries from the public, businesses, corporations, municipalities and State and federal agencies and responds to inquiries.
• Prepares reports to determine if proposed outside usage of Canal lands is consistent with Canal Corporation goals and determines appropriate transactions, i.e., permit, lease, sale.
• Coordinates environmental reviews for various land transactions with Canals’ Environmental Affairs Office.
• Other duties as assigned.
Minimum Qualifications Appointment to Real Estate Specialist 1, SG-18:
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.
List Appointment: Candidates must be reachable for appointment on the Real Estate Specialist 1 eligible list.
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded the same rights of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NY HELPS Minimum Qualification:
Bachelor’s degree and one year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; and either one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations;
OR one year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property, and a New York State General Real Estate Appraiser License;
OR one year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property, and a New York State Land Surveyor Licensure;
OR one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations, and a Certified Commercial Investment Member designation;
OR one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, or writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations and a New York State Residential Real Estate Appraisal License.
