Job Specifics
Duties Description The incumbent is responsible for the development, implementation and monitoring of comprehensive and new, state-wide, human resource initiatives. Works with Office of Human Resources Directors to ensure all areas are functioning effectively and maintain a high-level of customer service and employee engagement throughout the agency. Ensures that service delivery and expectations are met throughout each region, identifying gaps and areas for process improvement.
Responsibilities include the following:
• Works in coordination with the Assistant Commissioner and Chief People Officer to implement administrative services strategic projects and initiatives, consistent with NYSDOT overall Strategic Plan and goals, across the agency to ensure effectiveness and intended benefits are delivered through measurable outcomes. This requires a high-level, strategic approach to resource allocation, risk mitigation, process improvement, and communication to ensure project implementation and success is achieved.
• Establishes and directs the activity of internal project teams, developing the project plan, including timelines, and resource allocation. Works with designated consultants and internal stakeholders on specific projects to ensure milestones and deadlines are maintained. Tracks progress, identifies issues, and takes corrective action to keep initiatives on track and on schedule. Develops and monitors quality assurance measures and performance indicators to determine the effectiveness of initiatives.
• Assists with communications and change management efforts for the agency including developing and delivering targeted employee communications and presentations, surveys, and specific in-person and/or video training programs.
• Facilitates the development and administration of state-wide administrative policies and procedures as part of the change management process. Reviews and tracks Official Orders for completeness prior to Commissioner approval.
• Analyze and provide workforce data and metrics to enable decision-making and improve administrative processes and operations across the agency.
• Assist in the successful delivery of programs and services in all functional areas under the Administrative Services Division including Audit, Employee Health & Safety, Facilities, and Human Resources.
• Collaborate with other program areas and regions to ensure administrative programs, systems, and processes are functioning appropriately and at a high service level.
• Assess needs and assists in creating workforce planning strategies, improve employee recognition and engagement programs and foster a positive culture by promoting NYSDOT core values by ensuring they are integrated into day-to-day administrative operations.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications Bachelor’s degree in business management or related field required. Master’s degree preferred. 15 or more years’ experience in business administration working for a large complex organization. Experience with program and change management with at least 10 years in a supervisory role a must. Human Resources experience is a plus. Excellent communication, organizational, project management, customer service, and strategic thinking abilities are also required.
