Job Specifics
Duties Description This position is in the Bureau of Finance and Administration and reports to the Deputy Executive Director for Finance and Administration (DED) within the New York State Office for the Prevention of Domestic Violence. The Assistant Director Financial Administration 1 assists the Deputy Executive Director in all aspects of agency budget development and management, procurement and contracting, as well as any other fiscal, budgetary, and administrative efforts of the Agency as needed.
Duties may include but not be limited to:
• Assist the DED in maintaining fiscal integrity and oversee all aspects of the financial portfolios of the agency.
• Monitor agency financial management including accounts payable and receivable, procurement, expenditure control, budget development, and the administration and management of grant funds with strict adherence to State Finance Law and to the Guide to Financial Operations.
• Coordinate the Bureau’s Federal and State grant reporting, financial reports, and preparation of other required financial reports including reporting on Minority and Women Owned Business Enterprises (MWBE) as well as Service-Disabled Veteran Owned Businesses (SDVOB) compliance and regular reports to control agencies on the status of agency contracts and assets.
• Assist with agency procurements for grants and service-based contracts to ensure that applicable laws, rules, and regulations are adhered to and proposed contracts represent the best value to New York State.
• Monitor and report on cash disbursements for Federal, General Fund, and Special Revenue Accounts.
• Work with all Bureau Directors on their Bureau Budgets.
• Under the supervision of the DED, meet with representatives from the Division of the Budget, Office of the State Comptroller, and other New York State agencies regarding fiscal policies and procedures.
• Review and provide feedback on the potential fiscal implications of State and Federal legislation, agency policy directives, plans submitted to Federal agencies, contracts, litigation, audit responses, and other programmatic and operational proposals.
• Coordinate and assist in the development and submission of the Annual Budget Request to the Division of Budget.
• Assist in ensuring compliance with agency internal controls for fiscal processing and performing tests and audits of those functions.
• Perform the full range of supervisory duties for Finance and Administration staff, such as performance evaluations, time and attendance, and staff training.
• Other duties as assigned.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Preferred Qualifications:
• Bachelor’s degree or higher AND four years of professional experience managing budgets or contracts and related budgets, including one or more of the following areas:
• Negotiation with contractors and vendors.
• Fiscal management including bidding, payment, analysis, and fiscal reporting.
• Contract development including developing requests for proposals.
• Contract execution including securing signatory approval from control agencies.
• Monitor and review contract terms.
• Expertise in New York State governmental affairs, non-profit grant administration, and experience in the field of domestic violence service provision.
• High proficiency with Excel, SharePoint, and the Statewide Financial Systems (SFS) is preferred.
• Supervisory experience preferred.
