Job Specifics
Duties Description This position is in the Bureau of Finance and Administration and reports to the Director for Finance within the New York State Office for the Prevention of Domestic Violence. The Associate Budgeting Analyst assists the Director of Finance in all aspects of agency budget development and management as well as any other fiscal, budgetary, and administrative efforts of the Agency as needed.
Duties include but are not limited to:
• Assist in maintaining fiscal integrity and oversee all aspects of the budgetary operations of the agency.
• Manage and track OPDV’s budget and cash flow, payroll and fill level, and bureau cash flow.
• Assist with forecasting expenses and budgetary needs for agency budget requests.
• Perform budget tasks affecting agency-wide programs, following State Finance Law procedure and policy.
• Improve budgetary reporting: Collect and analyze spending data by program and reconcile the Internal Service Funds (ISF) and all interagency claims and payments.
• Review requests for new positions and fill level, making recommendations to agency leadership.
• Compile a draft agency budget proposal from materials submitted by program managers, decisions made at budget conferences, and workload data and forecasts. Refine narrative and statistical information into a form which best describes agency needs in order to accomplish the goals and objectives.
• Provide written recommendations to fiscal officers or agency administrators for alternate fiscal plans which may involve transfer of funds between program areas or request for temporary service funds.
• Participate in discussions with program managers to determine the most effective and efficient use of funds.
• Perform the full range of supervisory duties for Budget Unit staff, such as performance evaluations, time and attendance, and staff training staff.
• Other duties as assigned.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Preferred Qualifications:
• Bachelor’s degree or higher degree AND two or more years of professional experience managing budgets.
• Ability to work independently and as a team member with strong attention to detail and accuracy, strong analytical skills.
• Good verbal and written communication skills.
• Expertise in New York State governmental affairs, non-profit grant administration, and experience in the field of domestic violence service provision.
• High proficiency with Excel, SharePoint, and the Statewide Financial Systems (SFS) is preferred.
• Additional experience in one or more of the following areas will be considered: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
• Supervisory experience preferred.
