Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the ITS Deputy Director of Administration, the incumbent of this position will assist in the oversight of construction, acquisition, rehabilitation and maintenance of office and network support space utilized by ITS. This position is essential in evaluating current and proposed ITS space, and to ensure that these spaces are efficiently configured and outfitted to fit the needs of the agency and its employees. Duties include, but are not limited to:

• Reviews, evaluates, and develops proposals and justification for the procurement of new space and/or the improvement, addition or alteration to existing space.
• Acts as liaison with OGS on the physical layout of new or existing space and the data/power configurations needed to support staff and/or infrastructure.
• Evaluates sites based on suitability of size, configuration and adaptability to the needs of ITS employees and infrastructure.
• Conducts on-site inspections of construction to ensure that work is in accordance with plans and specifications.
• Coordinates site consultations to ensure that applicable ITS program areas (Network, Workplace Services, etc.) are involved in the new/rehabilitated site configurations.
• Conducts field visits to inspect new work to ensure conformance with contract drawings and standards.
• Oversees the procurement of furniture and infrastructure to ensure that suitable resources are provided to adequately support ITS staff.
• Prepares requests for funding authorizations.
• Processes lease modification agreements through the Office of General Services.
• Coordinates with Facilities and Space Planning in the planning and execution of office moves as they pertain to new or no longer needed ITS locations.
• Directs, as needed, the inspection of all ITS buildings to ensure compliance with leases, contracts, codes, and regulations.
• Coordinates with Facilities to investigate complaints in leased space regarding sanitary conditions, hazards, ventilation, cleanliness, light, and heat; makes adjustments to correct deficiencies and/or contacts landlord to remedy the problem.
• Coordinates the timely delivery and installation of equipment in new/rehabilitated space, often juggling the scheduling of multiple vendors to ensure the proper order of equipment installation.
• Other duties as assigned.
• Perform the full range of supervisory responsibilities.

Minimum Qualifications 70.1 transfer: Candidates may be able to transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.6 Transfer: Candidates at SG-23 level or higher deemed administrative under Section 52.6 of Civil Service Law are eligible for transfer. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Provisional Appointment: Candidates who have served one year or more of permanent, contingent-permanent or 55b/c service as a Property Manger 2 may be eligible for a provisional appointment.

Additional Comments Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
