Job Specifics

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Education Program Assistant 2 position in the Charter Schools Office (CSO). This Office is responsible for the monitoring and oversight of all Board of Regents authorized charter schools. The incumbent of this position will be responsible for the larger work of the CSO through special projects and workflow management. Duties of this position will include but not be limited to:

• Prepare and issue corporate documents for all charter schools in New York State;
• Prepare and issue charter renewal agreements for all Regents-authorized charter schools;
• Communicate with the Regents Office, with other authorizers, and with charter schools to ensure prompt delivery of legal documents;
• Assist Office of Counsel with requests for Certificates of Good Standing/Certificates of Existence;
• Assist with the preparation of public hearing notifications and maintain accurate records of hearing outcomes, including following up as appropriate with districts;
• Work closely with CSO Assistant Counsel and keep apprised of upcoming renewals, non-renewals, revisions, and new school applications for all charter schools in New York State;
• Receive and review all renewal, revision, and new school approval packages submitted by SUNY ensuring that all necessary documentation has been submitted and calculating dates upon which any changes will become effective;
• Maintain Microsoft Access CSO Database, including entering all renewal and revision approvals for all New York State charter schools;
• Oversee the fingerprinting process background checks required by statute for charter school board members for new school applicants;
• Coordinate scheduling of background checks for charter school applicants;
• Maintain physical and electronic files based on office protocols; and
• Answer telephones and e-mails in response to standard inquiries from internal and external sources and refer more technical questions to professional staff.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title 16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee and have one year of permanent competitive service as an Education Program Assistant 1. Provisional candidates must take the examination for Education Program Assistant 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Education Program Assistant 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $85,138 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
