Job Specifics
Duties Description "his position within the Division of Health Care Plan Contracting & Oversight, Bureau of Managed Care Certification and Surveillance (BMCCS), will serve as the Assistant Bureau Director and will be responsible for overseeing operations related to ongoing certification and surveillance of Managed Care Organizations (MCO) to ensure compliance with Public Health Law Articles 44 and 49 as well as 10 NYCRR Part 98. This position will be responsible for providing high-level administrative and programmatic support to the BMCCS Director and Division management staff on Bureau assignments including, but not limited to: Overseeing operations related to ongoing certification and surveillance of MCOs to ensure compliance with Public Health Law Articles 44 and 49, as well as 10 NYCRR Part 98; Overseeing management staff responsible for a wide range of surveillance activities in the units and coordinate Bureau resources in support of specified objectives; Assisting the Bureau Director in managing, directing, and monitoring the activities of all the program units within the Bureau and assist the BMCCS Director in establishing bureau priorities by developing, directing, and implementing program policies, procedures, and standards; Implementing and improving reporting, tracking, communication, and database functionality to support Bureau and Division priorities and identify and implement changes needed in current operations to accommodate implementation of new legislation, regulations, contract provisions, and policies; Ensuring that MCOs comply with relevant laws, rules, and regulations related to managed care certification and surveillance; Communicating and collaborating with various stakeholders, including program staff, MCOs, and community-based organizations, to ensure the successful administration of managed care certification and surveillance activities; Analyzing and developing policies related to managed care certification and surveillance, ensuring that they are in line with state and federal regulations.
Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 4, G-29, OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above Grade 27 or M-2 and deemed eligible to transfer via 52.6 or 70.1 transfer of the Civil Service Law.
Preferred Qualifications: Knowledge of Medicaid Program, Managed Care Delivery Models, Public Health Law and Regulation with experience in Interpretation of governing laws, regulations, or policy, Project management, Microsoft Office Applications.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
