Duties Description Audit and Risk Management is responsible for administering a comprehensive audit and review program that provides assurance and consulting services to management staff. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.

Audit and Risk Management performs audits of both the Department’s operations and the $14 billion New York State Health Insurance Program (NYSHIP). This position will focus on conducting audits and oversight activities to ensure NYSHIP’s more than 2,000 Health Benefits Administrators (HBA) are accurately and thoroughly performing their duties when they determine member eligibility and enter member information into NYSHIP’s databases. Under the direction of an Auditor 3 the Internal Auditor 2 will supervise the HBA audit program. Duties may include but are not limited to:

• Interacting directly with HBAs and their supervisors from various public employers across New York State.
• Supervising Internal Auditor 1 staff working on the HBA audit program.
• Participating in the Division’s audit planning process.
• Developing audit programs for individual audits.
• Gathering background information on the audit subject.
• Examining documentation for the program under audit.
• Preparing statistical samples and analyzing sample results.
• Developing and implementing audit tests to identify findings.
• Analyzing information using multiple large databases and querying tools.
• Developing complete, clear, and properly referenced audit work papers and be able to formulate an accurate determination to support the auditor’s conclusions.
• Reviewing and approving audit work papers completed by subordinates.
• Preparing complete, accurate, timely, well-written correspondence and reports.
• Reviewing and approving correspondence and reports written by subordinates.
• Develop good working relationships with audited organizations and management.
• Assist with the division’s other audits as time allows.
• Assist with the division’s administrative tasks.
• Assist with risk assessment, risk management, and internal control activities.

Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a/an Internal Auditor 2, if less than one year, you must be currently reachable on the Internal Auditor 2 eligible list for the Albany location if one exists.

COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

PROVISIONAL QUALIFICATIONS:

Based on the results of the canvass of the current eligible list for the Internal Auditor 2 position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Internal Auditor 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are: one year of permanent, contingent permanent, or 55 B/C service as an Internal Auditor 1, Senior Internal Auditor, Internal Auditor Trainee 1, Internal Auditor Trainee 2, Auditor 1, Auditor 1 (Abandoned Property), Auditor 1 (Fiscal Systems), Auditor 1 (Municipal), Auditor 1 (Tax), Data Processing Fiscal Systems Auditor 1, Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Auditor, Senior Examiner of Municipal Affairs, State Program Examiner 1, State Program Examiner 1 (Fiscal), State Program Examiner 1 (Systems), or Tax Auditor 1.


NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are: one year of permanent, contingent permanent, or 55 B/C service as an Internal Auditor 1, Senior Internal Auditor, an Auditor 1, Auditor 1 (Abandoned Property), Auditor 1 (Fiscal Systems), Auditor 1 (Municipal), Auditor 1 (Tax), Data Processing Fiscal Systems Auditor 1, Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Auditor, Senior Examiner of Municipal Affairs, State Program Examiner 1, State Program Examiner 1 (Fiscal), State Program Examiner 1 (Systems), or Tax Auditor 1.


SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 21. To be considered, you must provide a copy of your letter of eligibility with your response.

55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

PREFERRED QUALIFICATIONS:

• Must have experience and competence with Excel and the rest of the Microsoft Office suite.
• Experience and competence in medical insurance auditing, medical fields, medical research, medical claims, Access, Anaconda, SQL, and/or Python is preferred.
